HOUSE RESOLUTION
2 WHEREAS, The Centers for Disease Control and Prevention
3report that one in three women and one in four men will
4experience some form of physical violence by an intimate
5partner in their lifetime; and
6 WHEREAS, Domestic abuse is a repetitive pattern of
7behaviors to maintain power and control over an intimate
8partner; and
9 WHEREAS, More than three million children witness domestic
10violence in their homes each year; and
11 WHEREAS, An estimated one-half of women in abusive
12relationships in the United States are physically injured by
13their partner; and
14 WHEREAS, Domestic violence costs more than $37 billion a
15year in law enforcement involvement, legal assistance, medical
16and mental health treatment, and lost employee productivity;
17and
18 WHEREAS, Organizations such as the National Domestic
19Violence Hotline and the National Coalition Against Domestic
20Violence have worked to educate, counsel, and help communities

1affected by domestic violence; and
2 WHEREAS, Domestic Violence Awareness Month evolved from
3the "Day of Unity" held in October 1981 and was conceived by
4the National Coalition Against Domestic Violence; and
5 WHEREAS, Since 1989, October has been designated as
6National Domestic Violence Month; and
7 WHEREAS, With violence increasing in our schools, on our
8streets, and in our homes, ending it should be a top priority
9for everyone; therefore, be it
10 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
11HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
12we recognize National Domestic Violence Awareness Month in
13October of 2021 and support and commend the efforts of those
14people and organizations who work tirelessly to help victims
15break free of the devastating effects of domestic abuse and
16work to ameliorate this scourge on society, thereby creating
17safer communities for all.
