Bill Title: Proposes to amend the Legislature Article of the Illinois Constitution. Prohibits a Representative from serving more than 12 total years. Prohibits a Senator from serving more than 12 total years. Proposes to amend the Executive Article of the Illinois Constitution. Prohibits an executive branch officer from serving more than 3 consecutive terms in the same executive branch office. Effective upon being declared adopted. Applies to the election of General Assembly members beginning in the first general election that occurs after that date.

4 | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | |||||||||||||||||||||
5 | SENATE CONCURRING HEREIN, that there shall be submitted to the | |||||||||||||||||||||
6 | electors of the State for adoption or rejection at the general | |||||||||||||||||||||
7 | election next occurring at least 6 months after the adoption of | |||||||||||||||||||||
8 | this resolution a proposition to amend the Illinois | |||||||||||||||||||||
9 | Constitution by adding Section 2.5 to Article IV and by | |||||||||||||||||||||
10 | changing Section 2 of Article 5 as follows:

19 | (c) A person is considered to serve a term of office for | |||||||||||||||||||||
20 | the purpose of this Section if the person is elected or | |||||||||||||||||||||
21 | appointed to serve any portion of the term.

3 | SECTION 2. TERMS
| ||||||
4 | (a) These elected officers of the Executive Branch shall | ||||||
5 | hold office for
four years beginning on the second Monday of | ||||||
6 | January after their
election and, except in the case of the | ||||||
7 | Lieutenant Governor, until their
successors are qualified. | ||||||
8 | They shall be elected at the general election
in 1978 and every | ||||||
9 | four years thereafter. | ||||||
10 | (b) A person may not serve more than 3 consecutive terms of | ||||||
11 | office within the same Executive Branch office. | ||||||
12 | A person is considered to serve a term of office for the | ||||||
13 | purpose of this subsection if the person is elected or | ||||||
14 | appointed to serve any portion of the term.

17 | This Constitutional Amendment takes effect upon being | ||||||
18 | declared adopted in
accordance with Section 7 of the Illinois | ||||||
19 | Constitutional Amendment Act and

20 | members of the General Assembly beginning in the first general | ||||||
21 | election that occurs after that date.
