SYNOPSIS AS INTRODUCED:
ILCON Art. IV, Sec. 2.5 new
ILCON Art. V, Sec. 2

Proposes to amend the Legislature and Executive Articles of the Illinois Constitution. Provides that a person may not be elected to the office of State Senator or State Representative, or a combination of those offices, for terms totalling more than 16 years; service before the second Wednesday in January of 2021 shall not be considered in the calculation of a person's service. Provides that a person may not be elected to any single Executive Branch office for terms totalling more than 8 years; service before the second Monday in January of 2023 shall not be considered in the calculation of a person's service.

3 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
5SENATE CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption of
8this resolution a proposition to add Section 2.5 to Article IV
9and amend Section 2 of Article V of the Illinois Constitution
10as follows:

THE LEGISLATURE

14SECTION 2.5. TERM LIMITS
15 A person may not be elected to the office of State Senator
16or State Representative, or a combination of those offices, for
17terms totalling more than 16 years. Service before the second
18Wednesday in January of 2021 shall not be considered in the
19calculation of a person's service.

2SECTION 2. TERMS
3 These elected officers of the Executive Branch shall hold
4office for four years beginning on the second Monday of January
5after their election and, except in the case of the Lieutenant
6Governor, until their successors are qualified. They shall be
7elected at the general election in 1978 and every four years
8thereafter. A person may not be elected to any single Executive
9Branch office for terms totalling more than 8 years. Service
10before the second Monday in January of 2023 shall not be
11considered in the calculation of a person's service.

SCHEDULE
14 This Constitutional Amendment takes effect upon being
15declared adopted in accordance with Section 7 of the Illinois
16Constitutional Amendment Act.
