HOUSE JOINT RESOLUTION
2 WHEREAS, It is highly fitting that the Illinois General
3Assembly pays honor and respect to the truly great individuals
4who have served our country and, in doing so, have made the
5ultimate sacrifice for our nation; and
6 WHEREAS, Specialist 4 Michael Harold Flood was born in
7Effingham on October 1, 1948, the first child of Harold Joseph
8and Anna Charlene (Crose) Flood; he, along with his siblings,
9Patricia Marie (Turner), Daniel Joseph, Kathleen Ann
10(Darling), Marlene Ann (Van Matre), Kevin Eugene, and Larry
11Eugene, lived on the family farm in rural Toledo; and
12 WHEREAS, SPC Flood started working with his father at a
13young age, caring for cattle and pigs and working on farm
14equipment; he started assisting with harvesting the crops as
15soon as his feet could touch the pedals on the equipment; his
16favorite class in high school was building and trades, which he
17took all four years; his class built a new house every school
18year on Route 121 near the high school; he loved building so
19much that he decided after graduation he wanted to work full
20time at the builder's supply store in Toledo; and
21 WHEREAS, SPC Flood joined the United States Army on April
223, 1968; he was a combat medic assigned to Company B, 1st

1Battalion, 506th Infantry, 101st Airborne; he was killed in
2action on Good Friday, April 4, 1969 while on routine patrol
3outside a firebase above the Ashau Valley; he died while
4providing medical aid to others who were wounded in action; for
5his extraordinary bravery under fire, he was posthumously
6awarded the Silver Star and the Bronze Star; and
7 WHEREAS, SPC Flood loved cars and the races; he aspired to
8be a race car driver and perhaps one day race in Nascar when he
9returned from Vietnam and completed his service; and
10 WHEREAS, Throughout high school, SPC Flood was active in
11the Future Farmers of America and for 25 years his parents
12provided a monetary award and trophy in his memory to an
13outstanding FFA senior; therefore, be it
14 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
15HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE
16CONCURRING HEREIN, that we designate the segment of Illinois
17Route 121 in Cumberland County between CR 1450 East and CR 1600
18East as the "SPC Michael Flood Memorial Highway"; and be it
19further
20 RESOLVED, That the Illinois Department of Transportation
21is requested to erect at suitable locations, consistent with
22State and federal regulations, appropriate plaques or signs

1giving notice of the name the "SPC Michael Flood Memorial
2Highway"; and be it further
3 RESOLVED, That suitable copies of this resolution be
4presented to the family of SPC Flood and the Secretary of
5Transportation.
