HOUSE JOINT RESOLUTION
2 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
3HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
4SENATE CONCURRING HEREIN, that the Medicaid Buy-In Task Force
5is created to:
6 (1) Determine how many people are currently uninsured
7 compared to how many people have health care through their
8 employer, the exchanges and Medicaid;
9 (2) Evaluate current health care plan costs for private
10 insurance compared to Medicaid managed care plans;
11 (3) Estimate how many uninsured citizens in Illinois
12 would take advantage of this program if created;
13 (4) Estimate the federal financial subsidies the State
14 would be able to take advantage of if this program were
15 created; and
16 (5) Estimate the total cost to the State of creating a
17 Medicaid buy-in coverage option, which would include
18 administrative costs for administering the program and
19 costs for expanding Medicaid to that estimated population;
20 and be it further
21 RESOLVED, That the Task Force shall consist of the
22following members, who shall serve without compensation:
23 (1) The Director of the Department of Healthcare and
24 Family Services, or his or her designee, who shall serve as

1 chair;
2 (2) Two members of the House of Representatives,
3 appointed by the Speaker of the House;
4 (3) Two members of the House of Representatives,
5 appointed by the House Minority Leader;
6 (4) Two members of the Illinois Senate, appointed by
7 the Senate President;
8 (5) Two members of the Illinois Senate, appointed by
9 the Senate Minority Leader; and
10 (6) 8 members appointed by the Governor who represent
11 the following:
12 (a) Organizations that advocate for Medicaid
13 recipients;
14 (b) Organizations that provide Medicaid services
15 or represent Medicaid health plans; and
16 (c) Organizations that represent health care
17 providers involved in delivering services to Medicaid
18 recipients; and be it further
19 RESOLVED, That the Department of Healthcare and Family
20Services shall provide administrative support; and be it
21further
22 RESOLVED, That once all members have been appointed, the
23Task Force shall hold its first meeting at the call of the
24chair and then at least once a month after that; and be it

2 RESOLVED, That the Task Force shall file its final report
3with the Governor and the General Assembly no later than
4December 31, 2020 and is dissolved upon the filing of the
5report.
