1 | HOUSE JOINT RESOLUTION
| ||||||
2 | WHEREAS, It is highly fitting that the Illinois General
| ||||||
3 | Assembly pays honor and respect to individuals who gave their
| ||||||
4 | lives in service to their communities; and
| ||||||
5 | WHEREAS, Trooper Ryan Matthew Albin was born in Urbana to | ||||||
6 | Robert C. and Rebecca A. Cohoon Albin on November 16, 1979; he | ||||||
7 | graduated from Blue Ridge High School in Farmer City, where he | ||||||
8 | was a multi-sport athlete; he attended Eureka College, where he | ||||||
9 | received numerous conference honors in football; and
| ||||||
10 | WHEREAS, Trooper Albin was accepted into Illinois State | ||||||
11 | Police Academy Class 111; he was assigned to District 6 in | ||||||
12 | Pontiac, where he served for over 11 years; he was awarded the | ||||||
13 | 2015 District 6 Officer of the Year; he was also awarded | ||||||
14 | numerous department commendations and awards for his exemplary | ||||||
15 | criminal interdiction work and DUI enforcement; and
| ||||||
16 | WHEREAS, Trooper Albin was a member of the National | ||||||
17 | Criminal Enforcement Association; he served as a juvenile | ||||||
18 | officer and a Fraternal Order of Police trustee; he attended | ||||||
19 | Trinity Community Fellowship in Farmer City; and
| ||||||
20 | WHEREAS, Trooper Albin passed away in the line of duty on | ||||||
21 | June 28, 2017; therefore, be it

1 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
2 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE | ||||||
3 | CONCURRING HEREIN, that we designate Interstate 74 as it | ||||||
4 | travels from mile post 155 to 160 near Farmer City as the | ||||||
5 | "Trooper Ryan Albin Memorial Highway"; and be it further
| ||||||
6 | RESOLVED, That the Illinois Department of Transportation
| ||||||
7 | is requested to erect at suitable locations, consistent with
| ||||||
8 | State and federal regulations, appropriate plaques or signs
| ||||||
9 | giving notice of the name
"Trooper Ryan Albin Memorial | ||||||
10 | Highway"; and be it further
| ||||||
11 | RESOLVED, That suitable copies of this resolution be | ||||||
12 | presented to the family of Trooper Albin, Farmer City Acting | ||||||
13 | Mayor Scott Kelley, and the Secretary of Transportation.
