1		HOUSE JOINT RESOLUTION
2		WHEREAS, It is highly fitting that the Illinois General
3		Assembly pays honor and respect to those individuals who have
4		given their lives in the line of duty; and
5		WHEREAS, Patrick Michael Righi Barnard was born on December
6		20, 1973, in Peoria; his parents were Michael and Cathy Lohnes
7		Righi; and
8		WHEREAS, Patrick Barnard got his middle name from his
9		father, former Tazewell County Sheriff's Deputy Michael G.
10		Righi, who preceded him in death in 1977; and
11		WHEREAS, Patrick Barnard was a 1992 graduate of Tremont
12		High School and had always dreamed of following in his father's
13		footsteps and becoming a police officer; he was working as an
14		officer with the Burbank Police Department in Cook County and
15		had plans to become an accident scene investigator; he had
16		previously worked for the Markham Police Department; and
17		WHEREAS, While off-duty on November 25, 2004, Patrick
18		Barnard had stopped to assist a stranded motorist and was
19		struck in a hit-and-run accident; he died while he was helping
20		others, which was in his nature; he will always be remembered
21		for his sense of humor and his fun-loving attitude; and

1		WHEREAS, Patrick Barnard was preceded in death by his
2		sister, Shelly Righi; and
3		WHEREAS, The passing of Patrick Barnard has been deeply
4		felt by many, especially his parents, Cathy and Robert Barnard;
5		his sister, Stacey (David) Welter; and his grandmother, Marge
6		Barnard; therefore, be it
7		RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
8		HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE
9		CONCURRING HEREIN, that we designate the Interstate 55 overpass
10		at Towanda, Exit 171 as the "Officer Patrick Michael Righi
11		Barnard Memorial Overpass"; and be it further
12		RESOLVED, That the Illinois Department of Transportation
13		is requested to erect at suitable locations, consistent with
14		State and federal regulations, appropriate plaques or signs
15		giving notice of the name of the "Officer Patrick Michael Righi
16		Barnard Memorial Overpass"; and be it further
17		RESOLVED, That suitable copies of this resolution be
18		presented to the Secretary of the Illinois Department of
19		Transportation and the family of Officer Patrick Michael Righi
20		Barnard.
