HOUSE JOINT RESOLUTION
2 WHEREAS, Subsection (b) of Section 2 of Article VIII
3(Finance) of the Constitution of Illinois states the following
4requirement: "Appropriations for a fiscal year shall not exceed
5funds estimated by the General Assembly to be available during
6that year."; and
7 WHEREAS, Pursuant to this constitutional mandate, it is the
8duty of the Illinois legislature to adopt a revenue estimate
9for each and every fiscal year in order to have a basis from
10which to design a budget that is balanced; and
11 WHEREAS, Subsection (a) of Section 4 of the Commission on
12Government Forecasting and Accountability Act directs the
13Commission to publish, on the third Wednesday in March of each
14year, revised revenue estimates for the approaching fiscal
15year; and
16 WHEREAS, For FY 2018, the Commission on Government
17Forecasting and Accountability estimates that Illinois will
18generate $33.991 billion, including federal and State Sources;
19with regard to the Subtotal of General Funds generated for FY
202018, the Commission estimates that the State will have $31.147
21billion in total general revenues once allocations are made to
22the Refund Fund, Fund for Advancement of Education, and the

1Commitment to Human Services Fund; and
2 WHEREAS, The Governor's Office of Management and Budget
3reports in their revenue estimate that for FY 2018: Illinois
4will generate a total of $34.401 billion when including total
5federal and State sources; with regard to the Subtotal of
6General Funds generated for FY 2018, the Office estimates that
7the State will have $31.476 billion in total general revenues
8once allocations are made to the Refund Fund, Fund for
9Advancement of Education, and the Commitment to Human Services
10Fund; the Office has included two key assumptions in the budget
11book, including $300 Million to be received from the sale of
12the Thompson Center and $942 in Fund for Advancement of
13Education and Commitment to Human Services Fund
14re-classification under general funds definitions; and
15 WHEREAS, The legislature has a proper basis from which to
16adopt a revenue estimate for FY 2018, with the figures provided
17by the Commission on Government Forecasting and Accountability
18and the Governor's Office of Management and Budget; and
19 WHEREAS, The legislature needs to adopt a revenue estimate
20that combines that the figures provided by the Commission on
21Government Forecasting and Accountability and the Governor's
22Office of Management and Budget; therefore, be it

1 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
2HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE
3CONCURRING HEREIN, that General Assembly will adopt an FY 2018
4revenue estimate that is inclusive of the figures provided by
5the Commission on Government Forecasting and Accountability
6and the Governor's Office of Management and Budget and outlines
7the funds that will be available during the fiscal year
8beginning July 1, 2017, for the purposes of meeting the
9constitutional obligation set forth in subsection (b) of
10Section 2 of Article VIII of the Illinois Constitution; and be
11it further
12 RESOLVED, That suitable copies of this resolution be
13delivered to the Speaker of the Illinois House of
14Representatives, the President of the Illinois Senate, the
15House Minority Leader, and the Senate Minority Leader.
