HOUSE JOINT RESOLUTION 45
2 WHEREAS, The Chicago Chapter of the United States Green
3 Building Council (USGBC), in cooperation with civic and
4 corporate partners, has announced a project to help 3 Illinois
5 public schools (one in Chicago, one in the suburbs, and one
6 downstate) achieve certification under the USGBC's Leadership
7 in Energy and Environmental Design (LEED) standard for existing
8 buildings; and
9 WHEREAS, The LEED building rating system provides
10 standards for environmentally sustainable construction; and
11 WHEREAS, Thousands of buildings throughout the United
12 States and other countries have become LEED certified; and
13 WHEREAS, This project will cover all of the additional
14 costs of achieving LEED certification and will provide
15 resources to project schools to allow them to determine how to
16 shift costs from materials and services that negatively impact
17 the environment toward those that improve the environment; and
18 WHEREAS, This project provides a model for a statewide
19 campaign to transform every existing Illinois public school
20 into a green school so that within a generation every child in
21 Illinois can attend a green school; therefore, be it

1 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
2 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
3 SENATE CONCURRING HEREIN, that a Task Force shall be created to
4 investigate how to retrofit 3 public schools in the State of
5 Illinois to achieve LEED certification; and be it further
6 RESOLVED, That the Task Force shall be composed of one
7 individual appointed by the Chair of the Chicago Chapter of the
8 USGBC, who shall serve as the Chair of the Task Force; one
9 individual appointed by the Director of Commerce and Economic
10 Opportunity; one individual appointed by the Executive
11 Director of the Capital Development Board; one individual,
12 appointed by the Governor, from the Illinois Green Government
13 Coordinating Council; one individual appointed by the State
14 Superintendent of Education; one individual appointed by the
15 Speaker of the Illinois House of Representatives; one
16 individual appointed by the Minority Leader of the Illinois
17 House of Representatives; one individual appointed by the
18 President of the Illinois Senate; and one individual appointed
19 by the Minority Leader of the Illinois Senate; and be it
20 further
21 RESOLVED, That the Task Force shall develop the
22 infrastructure for a statewide program coincident to the
23 USGBC's project; and be it further

1 RESOLVED, That the Task Force shall, in a written report
2 that is to be delivered to the General Assembly on or before
3 November 1, 2010, make findings and recommendations concerning
4 the creation and financing of a system to ensure that existing
5 public schools are retrofitted and new public schools are
6 constructed in a manner that promotes energy efficiency and
7 sustainability; and be it further
8 RESOLVED, That the Capital Development Board shall provide
9 administrative and other support to the Task Force; and be it
10 further
11 RESOLVED, That the members of the Task Force shall be
12 reimbursed for their travel expenses from appropriations to the
13 Capital Development Board available for that purpose and
14 subject to the rules of the appropriate travel control board;
15 and be it further
16 RESOLVED, That suitable copies of this resolution shall be
17 delivered to the Chairperson of the Chicago Chapter of the
18 USGBC, the Executive Director of the Capital Development Board,
19 the Director of Commerce and Economic Opportunity, and the
20 State Superintendent of Education.
