Bill Title: Creates the International Job Protection Task Force within the Illinois Department of Commerce and Economic Opportunity - Office of Trade and Investment to (1) analyze important issues relative to the growth of international trade from and to Illinois; (2) make recommendations to Congress, the United States Trade Representative, and the White House National Trade Council regarding trade policies that best serve Illinois; and (3) promote the protection of Illinois jobs relative to international trade.

HOUSE JOINT RESOLUTION
2 WHEREAS, According to the United States Census Bureau,
3Illinois is currently the fifth most populous state in the
4country, with approximately 12,800,000 residents; and
5 WHEREAS, The role of Illinois in the global marketplace is
6currently in flux as a new United States Trade Representative
7takes office and the new presidential administration has
8created a White House National Trade Council; and
9 WHEREAS, Illinois maintains 10 foreign trade offices:
10Mexico City, Mexico; Toronto, Canada; Brussels, Belgium;
11Pretoria, South Africa; Jerusalem, Israel; Sao Paulo, Brazil;
12Tokyo, Japan; New Delhi, India; and Hong Kong and Shanghai,
13China; and
14 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
15HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE
16CONCURRING HEREIN, that the International Job Protection Task
17Force is created within the Illinois Department of Commerce and
18Economic Opportunity - Office of Trade and Investment; and be
19it further
20 RESOLVED, That the International Job Protection Task Force
21is charged with the following duties: (1) analyze important

1issues relative to the growth of international trade from and
2to Illinois; (2) make recommendations to Congress, the United
3States Trade Representative, and the White House National Trade
4Council regarding trade policies that best serve Illinois; and
5(3) promote the protection of Illinois jobs relative to
6international trade; and be it further
7 RESOLVED, That the International Job Protection Task Force
8shall consist of the following members:
9 (1) two appointed by the Speaker of the Illinois House
10 of Representatives;
11 (2) two appointed by the President of the Illinois
12 Senate;
13 (3) two appointed by the Minority Leader of the
14 Illinois Senate;
15 (4) one appointed by an Illinois business group;
16 (5) one appointed by an Illinois agricultural group;
17 (6) 20 appointed by the AFL-CIO; and
18 (7) two appointed by the Minority Leader of the

1 Illinois House of Representatives; and be it further
2 RESOLVED, That the Illinois Department of Commerce and
3Economic Opportunity - Office of Trade and Investment shall
4provide administrative support for the International Job
5Protection Task Force and shall reimburse for their reasonable
6and prudent expenses; and be it further
7 RESOLVED, That the International Job Protection Task Force
8shall provide a final report by December 31, 2017.
