2 | WHEREAS, Although much of America is thriving | ||||||
3 | economically, rural areas have not recovered
from the Great | ||||||
4 | Recession of the late 2000s; and
| ||||||
5 | WHEREAS, Georgia, Maryland, New Hampshire, New Mexico, New | ||||||
6 | York, Pennsylvania,
Tennessee, Utah, and Wisconsin have all | ||||||
7 | begun to look into rural concerns through the creation
of | ||||||
8 | initiatives, committees, councils, and agencies; therefore, be | ||||||
9 | it
| ||||||
10 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
11 | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | ||||||
12 | SENATE CONCURRING HEREIN, that there is created the Rural | ||||||
13 | Development Task Force whose purpose
is the following: | ||||||
14 | (1) Study the conditions, needs, issues, and problems | ||||||
15 | in the agriculture industry; and | ||||||
16 |
(2) Evaluate any action or legislation that may be | ||||||
17 | necessary to promote economic
development in the rural | ||||||
18 | areas of the State; and be it further
| ||||||
19 | RESOLVED, That the Task Force shall be composed of the | ||||||
20 | following members, who shall serve without
compensation: | ||||||
21 | (1) One member appointed by the Speaker of the House; | ||||||
22 | (2) One member appointed by
the Minority Leader of the |

2 | (3) One member appointed by the President of the | ||||||
3 | Senate; | ||||||
4 | (4) One
member appointed by the Minority Leader of the | ||||||
5 | Senate; | ||||||
6 | (5) One member appointed by the
Governor; | ||||||
7 | (6) One member appointed by the Director of the | ||||||
8 | Department of Agriculture; | ||||||
9 | (7) One member appointed by the
Director of the | ||||||
10 | Department of Commerce and Economic Development; | ||||||
11 | (8) One
member representing the State's largest | ||||||
12 | agricultural association, appointed by the Speaker of the | ||||||
13 | House; and | ||||||
14 | (9) One member representing the State's largest | ||||||
15 | economic development association, appointed by the | ||||||
16 | Minority Leader of the House; and be it further
| ||||||
17 | RESOLVED, That the Task Force shall elect a chairperson | ||||||
18 | from its membership and shall have
the authority to determine | ||||||
19 | its own meeting schedule, hearing schedule, and agendas; and be | ||||||
20 | it
further
| ||||||
21 | RESOLVED, That any vacancy in the membership of the Task | ||||||
22 | Force shall be filled in the manner
in which the original | ||||||
23 | member was appointed; and be it further

1 | RESOLVED, That the Department of Agriculture shall provide | ||||||
2 | any necessary administrative
support; and be it further
| ||||||
3 | RESOLVED, That the Task Force shall submit its final report | ||||||
4 | to the
Governor and General Assembly no later than December 31, | ||||||
5 | 2019, and upon the filing of its report, is dissolved.
