HOUSE JOINT RESOLUTION
2 WHEREAS, Although much of America is thriving
3economically, rural areas have not recovered from the Great
4Recession of the late 2000s; and
5 WHEREAS, Georgia, Maryland, New Hampshire, New Mexico, New
6York, Pennsylvania, Tennessee, Utah, and Wisconsin have all
7begun to look into rural concerns through the creation of
8initiatives, committees, councils, and agencies; therefore, be
9it
10 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
11HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
12SENATE CONCURRING HEREIN, that there is created the Rural
13Development Task Force whose purpose is the following:
14 (1) Study the conditions, needs, issues, and problems
15 in the agriculture industry; and
16 (2) Evaluate any action or legislation that may be
17 necessary to promote economic development in the rural
18 areas of the State; and be it further
19 RESOLVED, That the Task Force shall be composed of the
20following members, who shall serve without compensation:
21 (1) One member appointed by the Speaker of the House;
22 (2) One member appointed by the Minority Leader of the

1 House;
2 (3) One member appointed by the President of the
3 Senate;
4 (4) One member appointed by the Minority Leader of the
5 Senate;
6 (5) One member appointed by the Governor;
7 (6) One member appointed by the Director of the
8 Department of Agriculture;
9 (7) One member appointed by the Director of the
10 Department of Commerce and Economic Development;
11 (8) One member representing the State's largest
12 agricultural association, appointed by the Speaker of the
13 House; and
14 (9) One member representing the State's largest
15 economic development association, appointed by the
16 Minority Leader of the House; and be it further
17 RESOLVED, That the Task Force shall elect a chairperson
18from its membership and shall have the authority to determine
19its own meeting schedule, hearing schedule, and agendas; and be
20it further
21 RESOLVED, That any vacancy in the membership of the Task
22Force shall be filled in the manner in which the original
23member was appointed; and be it further

1 RESOLVED, That the Department of Agriculture shall provide
2any necessary administrative support; and be it further
3 RESOLVED, That the Task Force shall submit its final report
4to the Governor and General Assembly no later than December 31,
52019, and upon the filing of its report, is dissolved.
