HOUSE JOINT RESOLUTION
2 WHEREAS, There are approximately 8.8 million licensed
3drivers in the State of Illinois; and
4 WHEREAS, There are more than 9.7 million passenger cars and
5trucks and approximately 347,300 motorcycles registered in
6Illinois; and
7 WHEREAS, Bicycles, scooters, mopeds, commercial vehicles,
8and pedestrians also share Illinois' roadways; and
9 WHEREAS, Many factors are to blame for traffic fatalities,
10including, but not limited to, impaired driving, speeding,
11driver distraction, driver inexperience, and failing to be
12properly restrained in the vehicle; and
13 WHEREAS, More work can be done to eliminate the causes and
14the high number of traffic fatalities on Illinois' roadways;
15therefore, be it
16 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
17NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
18SENATE CONCURRING HEREIN, that there is created the Secretary
19of State's Advisory Committee on Traffic Safety, consisting of
20nine members, appointed as follows: the Illinois Secretary of

1State or his designee; a member of the House majority caucus,
2appointed by the Speaker of the Illinois House of
3Representatives; a member of the House minority caucus,
4appointed by the House Minority Leader; a member of the Senate
5majority caucus, appointed by the President of the Senate; a
6member of the Senate minority caucus, appointed by the Senate
7Minority Leader; an appointee from the National Highway Traffic
8Safety Administration, appointed by the Regional Administrator
9of the National Highway Traffic Safety Administration; an
10appointee from the National Safety Council, appointed by the
11Executive Director of the National Safety Council; an appointee
12from the Northwestern University Center for Public Safety,
13appointed by the Executive Director of the Northwestern
14University Center for Public Safety; and an appointee from the
15Illinois State Police, appointed by the Director of the
16Illinois State Police; the Illinois Secretary of State or his
17designee shall serve as the chair of the Advisory Committee;
18and be it further
19 RESOLVED, That the Illinois Secretary of State shall
20provide administrative and other support to the Advisory
21Committee; the members of the Advisory Committee shall serve
22without compensation; and be it further
23 RESOLVED, That the Advisory Committee will meet at the call
24of the chair, but will meet a minimum of three times per year

1at various locations throughout the State of Illinois; and be
2it further
3 RESOLVED, That the Advisory Committee will look at all
4aspects of traffic safety in an effort to determine legislative
5and administrative action that can be taken to lower the number
6of traffic-related fatalities in Illinois; and be it further
7 RESOLVED, That the Advisory Committee shall share its
8legislative and administrative recommendations with the
9Speaker of the House of Representatives and the President of
10the Illinois Senate as warranted.
