Bill Title: Creates the Secretary of State's Advisory Committee on Traffic Safety to look at all aspects of traffic safety in an effort to determine legislative and administrative action that can be taken to lower the number of traffic-related fatalities in Illinois.

1 | HOUSE JOINT RESOLUTION
| ||||||
2 | WHEREAS, There are approximately 8.8 million licensed | ||||||
3 | drivers in the State of Illinois; and
| ||||||
4 | WHEREAS, There are more than 9.7 million passenger cars and | ||||||
5 | trucks and approximately 347,300 motorcycles registered in | ||||||
6 | Illinois; and
| ||||||
7 | WHEREAS, Bicycles, scooters, mopeds, commercial vehicles, | ||||||
8 | and pedestrians also share Illinois' roadways; and
| ||||||
9 | WHEREAS, Many factors are to blame for traffic fatalities, | ||||||
10 | including, but not limited to, impaired driving, speeding, | ||||||
11 | driver distraction, driver inexperience, and failing to be | ||||||
12 | properly restrained in the vehicle; and
| ||||||
13 | WHEREAS, More work can be done to eliminate the causes and | ||||||
14 | the high number of traffic fatalities on Illinois' roadways; | ||||||
15 | therefore, be it

16 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
17 | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | ||||||
18 | SENATE CONCURRING HEREIN, that there is created the Secretary | ||||||
19 | of State's Advisory Committee on Traffic Safety, consisting of | ||||||
20 | nine members, appointed as follows: the Illinois Secretary of |

1 | State or his designee; a member of the House majority caucus, | ||||||
2 | appointed by the Speaker of the Illinois House of | ||||||
3 | Representatives; a member of the House minority caucus, | ||||||
4 | appointed by the House Minority Leader; a member of the Senate | ||||||
5 | majority caucus, appointed by the President of the Senate; a | ||||||
6 | member of the Senate minority caucus, appointed by the Senate | ||||||
7 | Minority Leader; an appointee from the National Highway Traffic | ||||||
8 | Safety Administration, appointed by the Regional Administrator | ||||||
9 | of the National Highway Traffic Safety Administration; an | ||||||
10 | appointee from the National Safety Council, appointed by the | ||||||
11 | Executive Director of the National Safety Council; an appointee | ||||||
12 | from the Northwestern University Center for Public Safety, | ||||||
13 | appointed by the Executive Director of the Northwestern | ||||||
14 | University Center for Public Safety; and an appointee from the | ||||||
15 | Illinois State Police, appointed by the Director of the | ||||||
16 | Illinois State Police; the Illinois Secretary of State or his | ||||||
17 | designee shall serve as the chair of the Advisory Committee; | ||||||
18 | and be it further

19 | RESOLVED, That the Illinois Secretary of State shall | ||||||
20 | provide administrative and other support to the Advisory | ||||||
21 | Committee; the members of the Advisory Committee shall serve | ||||||
22 | without compensation; and be it further
| ||||||
23 | RESOLVED, That the Advisory Committee will meet at the call | ||||||
24 | of the chair, but will meet a minimum of three times per year |

1 | at various locations throughout the State of Illinois; and be | ||||||
2 | it further
| ||||||
3 | RESOLVED, That the Advisory Committee will look at all | ||||||
4 | aspects of traffic safety in an effort to determine legislative | ||||||
5 | and administrative action that can be taken to lower the number | ||||||
6 | of traffic-related fatalities in Illinois; and be it further
| ||||||
7 | RESOLVED, That the Advisory Committee shall share its | ||||||
8 | legislative and administrative recommendations with the | ||||||
9 | Speaker of the House of Representatives and the President of | ||||||
10 | the Illinois Senate as warranted.
