Bill Title: Amends the Counties Code. Provides that the chairman of the county board of all counties under 3,000,000 population shall be elected as chairman without having been first elected to the county board (rather than counties with a population of 450,000 or less being able to elect a chairman from the members of the board or without having been a member of the board). Further provides that no person shall seek election to both the county board as a member and the county board chairman at the same election. Effective immediately.

Amends the Counties Code. Provides that the chairman of the county board of all counties under 3,000,000 population shall be elected as chairman without having been first elected to the county board (rather than counties with a population of 450,000 or less being able to elect a chairman from the members of the board or without having been a member of the board). 1 AN ACT concerning local government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Counties Code is amended by changing Section
52-3007 as follows:
6 (55 ILCS 5/2-3007) (from Ch. 34, par. 2-3007)
7 Sec. 2-3007. Chairman of county board; election and term.
8Any county board when providing for the reapportionment of its
9county under this Division may provide that the chairman of the
10county board shall be elected by the voters of the county
11rather than by the members of the board. In that event,
12provision shall be made for the election throughout the county
13of the chairman of the county board, but in counties over
143,000,000 population no person may be elected to serve as such
15chairman who has not been elected as a county board member to
16serve during the same period as the term of office as chairman
17of the county board to which he seeks election. In counties
18over 450,000 population and under 3,000,000 population, the
19chairman shall be elected as chairman without having been first
20elected to the county board. Such chairman shall not vote on
21any question except to break a tie vote. In all other counties
22the chairman may either be elected as a county board member or
23elected as the chairman without having been first elected to

1the board. Except in counties where the chairman of the county
2board is elected by the voters of the county and is not
3required to be a county board member, whether the chairman of
4the county board is elected by the voters of the county or by
5the members of the board, he shall be elected to a 2 year term.
6In counties where the chairman of the county board is elected
7by the voters of the county and is not required to be a county
8board member, the chairman shall be elected to a 4 year term.
9In all cases, the term of the chairman of the county board
10shall commence on the first Monday of the month following the
11month in which members of the county board are elected.
12 Except as otherwise provided for by this Section, no person
13shall seek election to both the county board as a member and
14the county board chairman at the same election.

16 Section 99. Effective date. This Act takes effect upon
