Bill Title: Amends the Administration Article of the Illinois Public Aid Code. In regard to work participation requirements under the Temporary Assistance for Needy Families (TANF) program, prohibits the Department of Human Services from submitting to the Secretary of the U.S. Department of Health and Human Services a TANF demonstration project waiver proposal in order to (i) forgo compliance with federal mandates concerning work activities for TANF recipients and (ii) develop an experimental, pilot, or demonstration project to meet the work goals of the TANF program. Effective immediately.

AN ACT concerning public aid.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Illinois Public Aid Code is amended by
adding Section 12-4.45 as follows:
(305 ILCS 5/12-4.45 new)
Sec. 12-4.45. TANF; work participation requirements;
waiver restriction. In regard to work participation
requirements under the Temporary Assistance for Needy Families
(TANF) program, the Department of Human Services shall not
submit to the Secretary of the U.S. Department of Health and
Human Services a TANF demonstration project waiver proposal
pursuant to Section 1115 of the Social Security Act in order to
(i) forgo compliance with federal mandates concerning work
activities for TANF recipients under Section 402 of the Social
Security Act and (ii) develop an experimental, pilot, or
demonstration project to meet the work goals of the TANF
program.
Section 99. Effective date. This Act takes effect upon
becoming law.
