Bill Title: Amends the Children and Family Services Act. Provides that, for State Fiscal Year 2019, the Department of Children and Family Services shall increase reimbursement rates payable to each private agency with a purchase of service contract or grant from the Department to an amount that equals the sum of all increases in general inflation during State Fiscal Years 2009 through 2018 as determined by the Consumer Price Index published by the United States Department of Labor. Provides that the contractual and grant services eligible for increased reimbursement rates shall apply to residential services, including group home care, independent living services, or transitional living services. Provides that beginning in State Fiscal Year 2020, and for every State fiscal year thereafter, payment rates shall include an amount equal to any increase in general inflation as determined by the Consumer Price Index published by the United States Department of Labor. Requires the Department to establish a rate model for residential services, including group home care, independent living services, or transitional living services, based upon staffing and service expectations for each type of care within 9 months of the start of State Fiscal Year 2020 and for every State fiscal year thereafter. Provides that the rate shall be adjusted to an amount equal to any increase in general inflation as determined by the Consumer Price Index published by the United States Department of Labor. Effective immediately.

2 | Be it enacted by the People of the State of Illinois,

3 | represented in the General Assembly:

4 | Section 5. The Children and Family Services Act is amended | ||||||||||||||||||||||||
5 | by adding Section 5f as follows:

7 | Sec. 5f. Payment rate increases for reimbursable services. | ||||||||||||||||||||||||
8 | (a) For State Fiscal Year 2019, the Department shall
