Bill Title: Amends the Children with Disabilities Article of the School Code. Provides that, for the Chicago school district only, any meetings held by the school board on special education policy changes must be conducted during a public hearing with an opportunity for public input. Requires the school board to advertise the hearing on its publicly available Internet website, in newspapers of general circulation in the district, and on social media posts. Requires the State Board of Education to approve the content and scope of the advertisements and to ensure that all public hearings have an opportunity for public input. Effective immediately.

1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The School Code is amended by adding Section
514-17 as follows:
6 (105 ILCS 5/14-17 new)
7 Sec. 14-17. Special education policy changes; city with
8more than 500,000 inhabitants.
9 (a) This Section applies only to school districts organized
10under Article 34 of this Code.
11 (b) Any meetings held by a school board on special
12education policy changes must be conducted during a public
13hearing with an opportunity for public input. The school board
14must advertise the hearing, at a minimum, on its publicly
15available Internet website, in newspapers of general
16circulation in the district, and on social media posts. The
17State Board of Education must approve the content and scope of
18the advertisements and must ensure that all public hearings
19have an opportunity for public input.
20 Section 99. Effective date. This Act takes effect upon
21becoming law.
