Bill Title: Amends the School Code. Creates the Regional Office of Education Task Force. Provides for the membership of the Task Force. Provides that the Task Force shall conduct a study relating to the services provided by the regional offices of education in this State and shall provide the offices with recommendations for improvement. Provides that the Task Force shall report its recommendations and the findings of the study to the State Board of Education, the Governor, and the General Assembly on or before July 1, 2019, at which time the Task Force shall be dissolved. Repeals these provisions on July 1, 2020. Effective immediately.

AN ACT concerning education.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The School Code is amended by adding Section
2-3.173 as follows:
(105 ILCS 5/2-3.173 new)
Sec. 2-3.173. Regional Office of Education Task Force.
(a) There is created the Regional Office of Education Task
Force within the State Board of Education, which shall consist
of the following members:
(1) one member of the Senate, appointed by the
President of the Senate;
(2) one member of the Senate, appointed by the Minority
Leader of the Senate;
(3) one member of the House of Representatives,
appointed by Speaker of the House of Representatives;
(4) one member of the House of Representatives,
appointed by the Minority Leader of the House of
Representatives;
(5) one member from a statewide association
representing school social workers, appointed by the State
Superintendent of Education;
(6) one member from a statewide association

representing school counselors, appointed by the State
Superintendent of Education;
(7) one member from a statewide association
representing school psychologists, appointed by the State
Superintendent of Education;
(8) one member from a statewide association
representing school principals, appointed by the State
Superintendent of Education;
(9) 2 members, each from a different statewide
association representing teachers, appointed by the State
Superintendent of Education;
(10) 2 parents or guardians of students who are
diagnosed with a mental disability, appointed by the State
Superintendent of Education;
(11) a school resource officer, appointed by the State
Superintendent of Education; and
(12) one member from an organization representing the
interests of homeless students, appointed by the State
Superintendent of Education.
Members appointed by the State Superintendent of Education
must represent geographically diverse areas of the State to the
extent possible. All members shall serve without compensation,
but shall be reimbursed for their reasonable and necessary
expenses from funds appropriated for that purpose.
(b) The State Board of Education shall provide
administrative and other support to the Task Force. The Task

Force shall conduct a study relating to the services provided
by the regional offices of education in this State and shall
provide the offices recommendations for improvement,
including, at minimum, recommendations on the feasibility and
benefits of creating therapeutic day schools.
(c) The Task Force shall report its recommendations and the
findings of the study conducted under subsection (b) of this
Section to the State Board of Education, the Governor, and the
General Assembly on or before July 1, 2019, at which time the
Task Force shall be dissolved.
(d) This Section is repealed on July 1, 2020.
Section 99. Effective date. This Act takes effect upon
becoming law.
