Bill Title: Amends the School Code. Creates the Regional Office of Education Task Force. Provides for the membership of the Task Force. Provides that the Task Force shall conduct a study relating to the services provided by the regional offices of education in this State and shall provide the offices with recommendations for improvement. Provides that the Task Force shall report its recommendations and the findings of the study to the State Board of Education, the Governor, and the General Assembly on or before July 1, 2019, at which time the Task Force shall be dissolved. Repeals these provisions on July 1, 2020. Effective immediately.

1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The School Code is amended by adding Section
52-3.173 as follows:
6 (105 ILCS 5/2-3.173 new)
7 Sec. 2-3.173. Regional Office of Education Task Force.
8 (a) There is created the Regional Office of Education Task
9Force within the State Board of Education, which shall consist
10of the following members:
11 (1) one member of the Senate, appointed by the
12 President of the Senate;
13 (2) one member of the Senate, appointed by the Minority
14 Leader of the Senate;
15 (3) one member of the House of Representatives,
16 appointed by Speaker of the House of Representatives;
17 (4) one member of the House of Representatives,
18 appointed by the Minority Leader of the House of
19 Representatives;
20 (5) one member from a statewide association
21 representing school social workers, appointed by the State
22 Superintendent of Education;
23 (6) one member from a statewide association

1 representing school counselors, appointed by the State
2 Superintendent of Education;
3 (7) one member from a statewide association
4 representing school psychologists, appointed by the State
5 Superintendent of Education;
6 (8) one member from a statewide association
7 representing school principals, appointed by the State
8 Superintendent of Education;
9 (9) 2 members, each from a different statewide
10 association representing teachers, appointed by the State
11 Superintendent of Education;
12 (10) 2 parents or guardians of students who are
13 diagnosed with a mental disability, appointed by the State
14 Superintendent of Education;
15 (11) a school resource officer, appointed by the State
16 Superintendent of Education; and
17 (12) one member from an organization representing the
18 interests of homeless students, appointed by the State
19 Superintendent of Education.
20 Members appointed by the State Superintendent of Education
21must represent geographically diverse areas of the State to the
22extent possible. All members shall serve without compensation,
23but shall be reimbursed for their reasonable and necessary
24expenses from funds appropriated for that purpose.
25 (b) The State Board of Education shall provide
26administrative and other support to the Task Force. The Task

1Force shall conduct a study relating to the services provided
2by the regional offices of education in this State and shall
3provide the offices recommendations for improvement,
4including, at minimum, recommendations on the feasibility and
5benefits of creating therapeutic day schools.
6 (c) The Task Force shall report its recommendations and the
7findings of the study conducted under subsection (b) of this
8Section to the State Board of Education, the Governor, and the
9General Assembly on or before July 1, 2019, at which time the
10Task Force shall be dissolved.
11 (d) This Section is repealed on July 1, 2020.
12 Section 99. Effective date. This Act takes effect upon
13becoming law.
