Bill Title: Amends the State Comptroller Act. Requires the Comptroller to draw warrants for the payment of delinquent obligations according to the date at which the obligation first became due, with the oldest debts to be paid first. Effective immediately.

1 | AN ACT concerning State government.
| ||||||||||||||||||||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The State Comptroller Act is amended by changing | ||||||||||||||||||||||||
5 | Section 10.01 as follows:
| ||||||||||||||||||||||||
6 | (15 ILCS 405/10.01) (from Ch. 15, par. 210.01)
| ||||||||||||||||||||||||
7 | Sec. 10.01.
| ||||||||||||||||||||||||
8 | On ascertaining the amount due any person from the treasury | ||||||||||||||||||||||||
9 | or from
other funds held by the treasurer, the comptroller | ||||||||||||||||||||||||
10 | shall draw his warrant
on the treasury or on such other funds | ||||||||||||||||||||||||
11 | as may be appropriate for the sum
due. Warrants shall be | ||||||||||||||||||||||||
12 | directed to the State Treasurer as an order to him
to pay the | ||||||||||||||||||||||||
13 | sum due. Notwithstanding any other provision of law, the | ||||||||||||||||||||||||
14 | Comptroller shall draw warrants for the payment of delinquent | ||||||||||||||||||||||||
15 | obligations according to the date at which the obligation first | ||||||||||||||||||||||||
16 | became due, with the oldest debts to be paid first.
