Bill Title: Amends the School Code. Provides that a school shall notify the parent or guardian of a student who threatens to commit suicide and notify the parent or guardian of a student who searches the Internet, using an electronic device provided by the school, for information or terms related to suicide. Requires a school to maintain a record of the notice to the parent or guardian. Provides that at the request of a parent or guardian, a school may provide information and make recommendations related to an incident or threat. Provides that the school shall inform the parent of the availability of social work services, counseling, and other interventions and shall provide those services at the request of the parent or guardian. Provides for expungement of the record.

AN ACT concerning education.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The School Code is amended by adding Sections
10-20.73 and 34-18.66 as follows:
(105 ILCS 5/10-20.73 new)
Sec. 10-20.73. Notification of suicidal threats.
(a) A school shall:
(1) notify the parent or guardian of a student who
threatens to commit suicide; and
(2) notify the parent or guardian of a student who
searches the Internet, using an electronic device provided
by the school, for information or terms related to suicide.
(b) If a school notifies a parent or guardian of an
incident or threat required to be reported under subsection
(a), the school shall produce and maintain a record that
verifies that the parent or guardian was notified of the
incident or threat. The school shall maintain the record
described in this subsection in accordance with the
requirements of State law; the Family Educational Rights and
Privacy Act, 20 U.S.C. 1232g; and 34 CFR Part 99.
(c) A school board shall adopt a policy regarding the
process for:

(1) notifying a parent or guardian as required in
subsection (a); and
(2) producing and retaining a record that verifies that
a parent or guardian was notified of an incident or threat
as required in subsection (a).
(d) At the request of a parent or guardian, a school may
provide information and make recommendations related to an
incident or threat described in subsection (a). The school
shall inform the parent or guardian of the availability of
social work services, mental health services, counseling, and
other interventions and shall provide those services at the
request of the parent or guardian.
(e) A school shall:
(1) provide a student a copy of a record maintained in
accordance with this Section that relates to the student if
the student requests a copy of the record; and
(2) expunge a record maintained in accordance with this
Section that relates to a student if the student has
graduated from high school and requests that the record be
expunged.

Sec. 34-18.66. Threats of suicide.
(a) A school shall:
(1) notify the parent or guardian of a student who
threatens to commit suicide; and

(2) notify the parent or guardian of a student who
searches the Internet, using an electronic device provided
by the school, for information or terms related to suicide.
(b) If a school notifies a parent or guardian of an
incident or threat required to be reported under subsection
(a), the school shall produce and maintain a record that

incident or threat. The school shall maintain the record
described in this subsection in accordance with the
