Bill Title: Amends the Illinois Vehicle Code. Provides that the owner of a motor vehicle of the first division or a motor vehicle of the second division weighing 8,000 pounds or less propelled by an electric engine and not utilizing motor fuel who qualifies for any veteran license plate offered by the Secretary of State shall pay the same registration fee as that charged for his or her qualifying plate. Effective immediately.

SYNOPSIS AS INTRODUCED:
625 ILCS 5/3-805 from Ch. 95 1/2, par. 3-805

Amends the Illinois Vehicle Code. Provides that the owner of a motor vehicle of the first division or a motor vehicle of the second division weighing 8,000 pounds or less propelled by an electric engine and not utilizing motor fuel who qualifies for any veteran license plate offered by the Secretary of State shall pay the same registration fee as that charged for his or her qualifying plate. 1 AN ACT concerning transportation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Vehicle Code is amended by changing
5Section 3-805 as follows:
6 (625 ILCS 5/3-805) (from Ch. 95 1/2, par. 3-805)
7 Sec. 3-805. Electric vehicles.
8 (a) Until January 1, 2020, the owner of a motor vehicle of
9the first division or a motor vehicle of the second division
10weighing 8,000 pounds or less propelled by an electric engine
11and not utilizing motor fuel, may register such vehicle for a
12fee not to exceed $35 for a 2-year registration period. The
13Secretary may, in his discretion, prescribe that electric
14vehicle registration plates be issued for an indefinite term,
15such term to correspond to the term of registration plates
16issued generally, as provided in Section 3-414.1. In no event
17may the registration fee for electric vehicles exceed $18 per
18registration year. Except as provided in subsection (b),
19beginning Beginning on January 1, 2020, the registration fee
20for these vehicles shall be equal to the fee set forth in
21Section 3-806 for motor vehicles of the first division, other
22than Autocycles, Motorcycles, Motor Driven Cycles, and
23Pedalcycles. In addition to the registration fees, the

1Secretary shall assess an additional $100 per year in lieu of
2the payment of motor fuel taxes. $1 of the additional fees
3shall be deposited into the Secretary of State Special Services
4Fund and the remainder of the additional fees shall be
5deposited into the Road Fund.
6 (b) The owner of a motor vehicle of the first division or a
7motor vehicle of the second division weighing 8,000 pounds or
8less propelled by an electric engine and not utilizing motor
9fuel who qualifies for any veteran license plate offered by the
10Secretary shall pay the same registration fee as that charged
11for his or her qualifying plate.

13 Section 99. Effective date. This Act takes effect upon
