| Be it enacted by the People of the State of Illinois, |

| represented in the General Assembly:

| Section 5. The Environmental Protection Act is amended by |
| 5 |
| changing Section 58.4 as follows:
|

| (415 ILCS 5/58.4)
|

| Sec. 58.4. Permit waiver. A State permit or permit revision |

| which is not
otherwise required by federal law or regulations |

| shall not be required for
remedial action activities undertaken |
