SYNOPSIS AS INTRODUCED:
110 ILCS 805/2-27 new

Amends the Public Community College Act. Establishes the workforce education strategic plan committee to: (1) study the requirements for awards, grants, or scholarships of federal or State college and career funding programs; (2) review the postsecondary courses of study for which funding may be awarded; (3) determine whether the courses of study for which funding may be awarded include programs that award diplomas, technical certificates, industry recognized certifications, credentials, or degrees, other than a baccalaureate degree, or an apprenticeship program; and (4) submit to the Governor and the General Assembly an annual strategic plan with recommendations related to its findings. Contains provisions relating to committee membership, meetings, and administrative support. Repeals the provisions on January 1, 2027.

1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Public Community College Act is amended by
5adding Section 2-27 as follows:
6 (110 ILCS 805/2-27 new)
7 Sec. 2-27. Workforce education strategic plan committee.
8 (a) As used in this Section:
9 "Apprenticeship program" means an apprenticeship program
10registered under the federal National Apprenticeship Act (29
11U.S.C. 50 et seq.) or another federal apprenticeship program
12administered by the United States Department of Labor.
13 "Committee" means the workforce education strategic plan
14committee formed under this Section.
15 "Pell grant" means the federal financial aid program
16established by 20 U.S.C. 1070a.
17 (b) The workforce education strategic plan committee is
18established to:
19 (1) Study the requirements for awards, grants, or
20 scholarships under the Pell grant program, the federal Carl
21 D. Perkins Vocational and Applied Technology Act, the
22 federal Workforce Innovation and Opportunity Act, the
23 federal Supplemental Educational Opportunity Grant

1 program, State workforce development and training
2 programs, and other federal or State college and career
3 funding programs.
4 (2) Review the postsecondary courses of study for which
5 funding described in paragraph (1) may be awarded.
6 (3) Determine whether the courses of study for which
7 funding described in paragraph (1) may be awarded include
8 programs that award diplomas, technical certificates,
9 industry recognized certifications, credentials, or
10 degrees, other than a baccalaureate degree, or an
11 apprenticeship program.
12 (4) Submit, not later than January 1 of each year, to
13 the Governor and the General Assembly an annual strategic
14 plan with recommendations related to its findings under
15 this subsection, including, but not limited to,
16 recommendations relating to:
17 (A) statutory changes to better align Illinois law
18 with today's markets for workforce-oriented degrees
19 and certificates;
20 (B) creating institutional support for
21 employer-educator coordination in Illinois; and
22 (C) coordinating the credentialing work done by
23 different colleges and universities.
24 (c) The committee shall consist of 10 members appointed by
25the Governor, including at least one member representing each
26of the following: a public community college, a public

1university, a private college or university, and a public high
2school. The committee members shall select a chairperson and
3vice chairperson from the members of the committee. If a
4vacancy occurs on the committee, the vacancy shall be filled in
5the same manner as the original appointment. Committee members
6shall serve without compensation but may be reimbursed for
7their expenses incurred in performing their duties, subject to
8appropriation.
9 The affirmative votes of a majority of the members
10appointed to the committee are required for the committee to
11take action on any measure, including annual strategic plans.
12 (d) The committee shall meet at least quarterly in the City
13of Chicago or the City of Springfield.
14 (e) The State Board shall provide administrative and other
15support to the committee. Subject to appropriation, the
16committee may employ a consultant to assist the committee with
17its duties.
18 (f) This Section is repealed on January 1, 2027.
