Bill Title: Amends the Specialized Mental Health Rehabilitation Act of 2013. Provides that for a specialized mental health rehabilitation facility licensed under the Act by December 1, 2017 or provisionally licensed under the Act by December 1, 2017, a payment shall be made for therapeutic visits that have been indicated by an interdisciplinary team as therapeutically beneficial. Provides that the payment shall be at a rate of 100% of the facility's rate on the effective date of the amendatory Act for the first 5 days. Provides that, thereafter, payment for a therapeutic visit shall be at 75% of the facility's rate on the effective date of the amendatory Act and may not exceed 30 days in a fiscal year and shall not exceed 10 days consecutively. Provides that payment to a facility for a therapeutic visit shall be available to the facility through both fee-for-service and managed care payment arrangements. Effective July 1, 2018.

1 AN ACT concerning regulation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Specialized Mental Health Rehabilitation
5Act of 2013 is amended by adding Section 5-104 as follows:
6 (210 ILCS 49/5-104 new)
7 Sec. 5-104. Therapeutic visit rates. For a facility
8licensed under this Act by December 1, 2017 or provisionally
9licensed under this Act by December 1, 2017, a payment shall be
10made for therapeutic visits that have been indicated by an
11interdisciplinary team as therapeutically beneficial. Payment
12under this Section shall be at a rate of 100% of the facility's
13rate on the effective date of this amendatory Act of the 100th
14General Assembly for the first 5 days. Thereafter, payment for
15a therapeutic visit shall be at 75% of the facility's rate on
16the effective date of this amendatory Act of the 100th General
17Assembly and may not exceed 30 days in a fiscal year and shall
18not exceed 10 days consecutively. Payment to a facility for a
19therapeutic visit shall be available to the facility through
20both fee-for-service and managed care payment arrangements.
21 Section 99. Effective date. This Act takes effect July 1,
