| AN ACT concerning finance.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The State Finance Act is amended by adding |
| 5 |
| Section 6a-4.5 as follows:
|

| (30 ILCS 105/6a-4.5 new) |
| 7 |
| Sec. 6a-4.5. Comptroller payments to State colleges and |
| 8 |
| universities; quarterly. The Comptroller must make all |
| 9 |
| payments to State colleges and universities on no less than a |
| 10 |
| quarterly basis.

| Section 99. Effective date. This Act takes effect upon |
| 12 |
| becoming law.
