Bill Title: Amends the School Code. Creates the Emotional Intelligence Education Task Force to develop curriculum guidelines on emotional intelligence; sets forth provisions concerning its membership, duties, administration, and dissolution. Provides that, beginning with the 2019-2020 school year, every public elementary school and high school shall include in its curriculum a unit of instruction studying emotional intelligence. Requires this unit of instruction to include teaching how to recognize, direct, and positively express emotions. Permits a school board to use the Task Force's guidelines in developing this unit of instruction. Effective immediately.

1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The School Code is amended by adding Section
527-23.11 as follows:
6 (105 ILCS 5/27-23.11 new)
7 Sec. 27-23.11. Emotional intelligence education.
8 (a) The Emotional Intelligence Education Task Force is
9created to develop curriculum guidelines on emotional
10intelligence. The Task Force shall consist of the State
11Superintendent of Education or his or her designee and all of
12the following members, appointed by the State Superintendent:
13 (1) A representative of a school district organized
14 under Article 34 of this Code.
15 (2) A representative of a statewide organization
16 representing school boards.
17 (3) A representative of a statewide organization
18 representing individuals holding professional educator
19 licenses with school support personnel endorsements under
20 Article 21B of this Code, including school social workers,
21 school psychologists, and school nurses.
22 (4) A representative of a statewide organization
23 representing children's mental health experts.

1 (5) A representative of a statewide organization
2 representing school principals.
3 (6) Representatives of other appropriate State
4 agencies, as determined by the State Superintendent.
5 Members appointed by the State Superintendent shall serve
6without compensation but shall be reimbursed for their
7reasonable and necessary expenses from funds appropriated to
8the State Board of Education for that purpose, including
9travel, subject to the rules of the appropriate travel control
10board. The Task Force shall meet at the call of the State
11Superintendent. The State Board of Education shall provide
12administrative and other support to the Task Force.
13 The Task Force shall develop age-appropriate, emotional
14intelligence curriculum guidelines for elementary schools and
15high schools. The guidelines shall, at a minimum, include
16teaching how to recognize, direct, and positively express
17emotions. The Task Force shall complete the guidelines on or
18before January 1, 2019. Upon completion of the guidelines the
19Task Force is dissolved.
20 (b) Beginning with the 2019-2020 school year, every public
21elementary school and high school shall include in its
22curriculum a unit of instruction studying emotional
23intelligence. At a minimum, this unit of instruction must
24include teaching how to recognize, direct, and positively
25express emotions. In developing this unit of instruction, a
26school board may use the guidelines developed by the Emotional

1Intelligence Education Task Force under subsection (a) of this
2Section.
3 Section 99. Effective date. This Act takes effect upon
4becoming law.
