AN ACT concerning animals.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Humane Care for Animals Act is amended by
adding Section 7.3 as follows:
(510 ILCS 70/7.3 new)
Sec. 7.3. Leading animal from motor vehicle.
(a) No person shall lead or tether a companion animal from
a moving motor vehicle or any device attached thereto.
(b) For purposes of this Section:
"Lead" means to confine by a leash or other device that is
controlled by a person, and that fits on the animal's body and
limits the animal's movements.
"Tether" means to confine by a leash or other device that
is attached to a fixed object, and that fits on the animal's
body and limits the animal's movements.
Section 10. The Illinois Vehicle Code is amended by adding
Section 11-1433 as follows:

Sec. 11-1433. Leading animal from motor vehicle.
(a) No person shall lead or tether a companion animal from
