Bill Title: Amends the Legislative Commission Reorganization Act of 1984. Requires the Architect of the Capitol, in consultation with the Secretary of State, to permanently reduce all carbon dioxide equivalent (CO2e) and co-pollutant emissions to zero, including through unit retirement or the use of 100% green hydrogen or other similar technology that is commercially proven to achieve zero carbon emissions for all fossil fuel-fired stationary broiler units used to heat and cool the legislative complex no later than January 1, 2030.

2 | Be it enacted by the People of the State of Illinois,

3 | represented in the General Assembly:

4 | Section 5. The Legislative Commission Reorganization Act | |||||||||||||||||||
5 | of 1984 is amended by adding Section 8A-16 as follows:

7 | Sec. 8A-16. Legislative complex energy transition. The | |||||||||||||||||||
8 | Architect of the Capitol, in consultation with the Secretary | |||||||||||||||||||
9 | of State, shall permanently reduce all carbon dioxide | |||||||||||||||||||
10 | equivalent (CO2e) and co-pollutant emissions to zero, | |||||||||||||||||||
11 | including through unit retirement or the use of 100% green | |||||||||||||||||||
12 | hydrogen or other similar technology that is commercially | |||||||||||||||||||
13 | proven to achieve zero carbon emissions for all fossil | |||||||||||||||||||
