Bill Title: Amends the Legislative Commission Reorganization Act of 1984. Requires the Architect of the Capitol, in consultation with the Secretary of State, to permanently reduce all carbon dioxide equivalent (CO2e) and co-pollutant emissions to zero, including through unit retirement or the use of 100% green hydrogen or other similar technology that is commercially proven to achieve zero carbon emissions for all fossil fuel-fired stationary broiler units used to heat and cool the legislative complex no later than January 1, 2030.

Amends the Legislative Commission Reorganization Act of 1984. 1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Legislative Commission Reorganization Act
5of 1984 is amended by adding Section 8A-16 as follows:
6 (25 ILCS 130/8A-16 new)
7 Sec. 8A-16. Legislative complex energy transition. The
8Architect of the Capitol, in consultation with the Secretary
9of State, shall permanently reduce all carbon dioxide
10equivalent (CO2e) and co-pollutant emissions to zero,
11including through unit retirement or the use of 100% green
12hydrogen or other similar technology that is commercially
13proven to achieve zero carbon emissions for all fossil
14fuel-fired stationary broiler units used to heat and cool the
15legislative complex no later than January 1, 2030.
