Bill Title: Amends the Plumbing License Law. Provides that Illinois licensed professional engineers and licensed environmental practitioners who provide continuing education for licensed plumbers are not required to have oversight of their continuing education sponsorship or courses by any other licensed profession or Illinois licensed plumbers, have their programs reviewed by another licensed professional or Illinois licensed plumber, or have another licensed professional or Illinois licensed plumber attend or provide oversight of their continuing education courses or programs. Provides that Illinois licensed professional engineers and licensed environmental practitioners who provide continuing education for plumbers are not required to provide a licensed plumber of record when submitting sponsorship or continuing education course approval. The oversight and approval of the Department of Public Health's Plumbing Inspector shall be sufficient oversight for sponsor or course approval submitted by Illinois licensed professional engineers and licensed environmental practitioners. Provides that no additional requirements for the approval for the Illinois licensed professional engineers and licensed environmental practitioners as a sponsor or for approval of a continuing education course shall be mandated. Effective immediately.

SYNOPSIS AS INTRODUCED:

Amends the Plumbing License Law. 1 AN ACT concerning regulation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Plumbing License Law is amended by
5changing Section 14 as follows:
6 (225 ILCS 320/14) (from Ch. 111, par. 1113)
7 Sec. 14. License renewal; continuing education. All
8plumber's licenses and apprentice plumber's licenses issued
9under this Act shall expire on April 30 next following date of
10issuance. The term for retired plumber's licenses shall be
11prescribed by Department rule after consultation with the Board
12of Plumbing Examiners.
13 An apprentice plumber's license shall also expire the date
14that the licensed plumber sponsor of such licensed apprentice
15plumber severs his or her sponsor status with the licensed
16apprentice plumber. The licensed plumber sponsor shall
17immediately notify the Department of the severance of his or
18her relationship with the licensed apprentice plumber. Such
19apprentice plumber may, on forms provided by the Department,
20apply for reinstatement of his or her apprentice license by
21submitting to the Department a new application and new
22apprentice plumber's license fee. The application shall verify
23that the applicant for reinstatement of his or her apprentice

1plumber's license is sponsored by an Illinois licensed plumber.
2If the applicant is employed by a firm, the application shall
3contain the name and license number of an Illinois licensed
4plumber employee of the firm or name and license number of an
5Illinois licensed plumber member of the firm, or name and
6Illinois plumber's license number of an officer of a
7corporation who is the sponsor. Licensed apprentice plumbers
8shall not accumulate more than 6 years as a licensed apprentice
9plumber.
10 Upon the recommendation of the Board, the Department may
11require by rule that each licensed plumber annually complete a
12minimum number of hours of classroom instruction and provide
13evidence of attending the classes before receiving a renewal
14plumber license. A continuing education requirement
15established by the Department for all licensed plumbers shall
16not exceed 15 hours per year. In addition, the Department shall
17by rule establish guidelines for additional continuing
18education to be required for licensed plumbers found to have
19committed repeated Plumbing Code violations. In support of
20these requirements, the Department shall by rule establish
21curricula for continuing education and requirements for
22instructors and may certify instructors and training programs
23and schools for continuing education.
24 A plumber's license and an apprentice plumber's license may
25be renewed for a period of one year from each succeeding May
261st upon payment prior to May 1st of the required renewal fee

1and submission of required evidence of successful completion of
2any required continuing education courses. Application for
3renewal shall be on forms provided by the Department. An
4application for renewal of licenses received by the Department
5after May 1st shall include the annual renewal fees plus
6reinstatement fees, provided that the apprentice plumber's
7application is received by November 1 of the same year.
8 A plumber licensed pursuant to this Act whose license has
9been expired for a period of less than 5 years may apply to the
10Department for reinstatement of his or her plumber's license.
11The Department shall issue such license renewal provided the
12applicant pays to the Department all lapsed renewal fees, plus
13the reinstatement fee. A plumber licensed pursuant to this Act
14who has permitted his or her license to expire for more than 5
15years may apply, in writing, to the Department for restoration
16of his or her license. The Department shall restore his or her
17license provided he or she pays to the Department the required
18restoration fee and shall successfully pass the examination for
19an Illinois plumber's license. The restoration fee includes the
20applicant's examination fee. Failure by the applicant to
21successfully pass the plumber's license examination shall be
22sufficient grounds for the Department to withhold issuance of
23the requested restoration of the applicant's plumber's
24license. The applicant may retake the examination in accordance
25with the provisions of this Act.
26 A retired plumber licensed under this Act who has

1surrendered his or her plumber's license for a period of less
2than 5 years may apply to the Department for reinstatement of
3his or her plumber's license. The Department shall renew the
4license provided the applicant pays to the Department any
5reinstatement fee required by Department rule. A retired
6plumber licensed under this Act who has surrendered his or her
7plumber's license for a period of more than 5 years may apply
8in writing to the Department for restoration of his or her
9license. The Department shall restore his or her license
10provided he or she pays to the Department the restoration fee
11required by Department rule and successfully passes the
12examination for an Illinois plumber's license. The restoration
13fee includes the applicant's examination fee. Failure by the
14applicant to successfully pass the plumber's license
15examination shall be sufficient grounds for the Department to
16withhold issuance of the requested restoration of the
17applicant's plumber's license. The applicant may retake the
18examination in accordance with the provisions of this Act.
19 Illinois licensed professional engineers and licensed
20environmental practitioners who provide continuing education
21for licensed plumbers are not required to have oversight of
22their continuing education sponsorship or courses by any other
23licensed profession or Illinois licensed plumbers, have their
24programs reviewed by another licensed professional or Illinois
25licensed plumber, or have another licensed professional or
26Illinois licensed plumber attend or provide oversight of their

2 Illinois licensed professional engineers and licensed
3environmental practitioners who provide continuing education
