Bill Title: Amends the Personnel Code. Provides that each application to fill a State employment vacancy shall include a checkbox for applicants having prior work experience in the field for which they are applying for employment with the State. Provides that following examinations to test the relative fitness of applicants for the respective positions in State service, applicants having prior work experience in the relevant employment field shall be given priority among all successful candidates listed as eligible for appointment or promotion. Provides that any applicant found to have falsely claimed prior work experience in the field for which he or she is applying for employment with the State shall not be eligible for State employment for 24 months.

Amends the Personnel Code. 1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Personnel Code is amended by changing
5Section 8b as follows:
6 (20 ILCS 415/8b) (from Ch. 127, par. 63b108b)
7 Sec. 8b. Jurisdiction B - Merit and fitness.
8 (a) For positions in the State service subject to the
9jurisdiction of the Department of Central Management Services
10with respect to selection and tenure on the basis of merit and
11fitness, those matters specified in this Section and Sections
128b.1 through 8b.17.
13 (b) Application, testing, and hiring procedures for all
14State employment vacancies for positions not exempt under
15Section 4c shall be reduced to writing. The written procedures
16shall be provided to each State agency and university for
17posting and public inspection at each agency's office and each
18university's placement office. The Director shall also
19annually prepare and distribute a listing of entry level
20non-professional and professional positions that are most
21utilized by State agencies under the jurisdiction of the
22Governor. The position listings shall identify the entry level
23positions, localities of usage, description of position duties

1and responsibilities, salary ranges, eligibility requirements
2and test scheduling instructions. The position listings shall
3further identify special linguistic skills that may be required
4for any of the positions.
5 (c) Each application to fill a State employment vacancy

7experience in the field for which they are applying for
8employment with the State. Following examinations to test the
9relative fitness of applicants for the respective positions in
10State service, applicants having prior work experience in the
