Bill Title: Amends the Illinois Procurement Code. Provides that for any project under a construction contract, the contract shall require that, to the extent practicable, at least 10% of man-hours performing construction services be performed by individuals who reside in areas of poverty. Requires the Department of Central Management Services to annually release a list of areas of poverty that meet the requirements.

1 AN ACT concerning finance.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Procurement Code is amended by
5adding Section 30-40 as follows:
6 (30 ILCS 500/30-40 new)
7 Sec. 30-40. Construction project man-hour requirements.
8For any project under a construction contract subject to this
9Article, the contract shall require that, to the extent
10practicable, at least 10% of man-hours performing construction
11services be performed by individuals who reside in areas of
12poverty.
13 The Department of Central Management Services shall
14annually release a list of areas of poverty that meet the
15requirements of this Section.
16 As used in this Section, "areas of poverty" means areas, as
17determined by federal census tracts, where 20% or more of the
18individuals who live in the census tract have lived at or below
19150% of the federal poverty level, as determined by the U.S.
20Department of Health and Human Services, for the last 30 years.
