SYNOPSIS AS INTRODUCED:
20 ILCS 605/605-1110 new

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department of Commerce and Economic Opportunity shall establish 3 advanced manufacturing training programs. The advanced manufacturing programs shall expand opportunities for skills training, boost retention of manufacturers, and attract investment by manufacturing companies. Sets forth the purpose for which grant moneys can be used.

1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Department of Commerce and Economic
5Opportunity Law of the Civil Administrative Code of Illinois
6is amended by adding Section 605-1110 as follows:
7 (20 ILCS 605/605-1110 new)
8 Sec. 605-1110. Advanced manufacturing training programs.
9 (a) Subject to appropriation, the Department shall
10establish 3 advanced manufacturing training programs. The
11advanced manufacturing programs shall expand opportunities for
12skills training, boost retention of manufacturers, and attract
13investment by manufacturing companies.
14 (b) Grant moneys must be used either to expand programming
15in facilities or to support the construction of new facilities
16to expand manufacturing programming. The expansion must be led
17by local community colleges and shall be in consultation with
18regional partnerships, including manufacturers, to ensure that
19the training offered aligns with the training needed by
20regional manufacturing employers.
21 (c) Grant moneys shall also be used to expand access to
22manufacturing programs for diverse populations, including
23individuals who have been previously incarcerated, individuals

1with disabilities, people of color, women, and veterans, as
2well as current high school students.
3 (d) The grant that is received by the community college
4must be matched equally with the commitment of local
5investments.
