Amends the State Board of Education Article of the School Code. Provides that the State Board of Education shall administer the School International Trips Program from the funds appropriated from the School International Trips Program Fund for the purpose of making international school trips available to low-income students in disadvantaged neighborhoods. Sets forth who will be able to receive grants and provisions concerning rulemaking. Amends the State Finance Act to make a conforming change.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The State Finance Act is amended by adding |
5 | | Section 5.990 as follows:

12 | | (a) The State Board of Education shall administer the |
13 | | School International Trips Program from the funds appropriated |
14 | | from the School International Trips Program Fund for the |
15 | | purpose of making international school trips available to |
16 | | low-income students in disadvantaged neighborhoods. School |
17 | | International Trips grants shall be made available to public |
18 | | schools, charter schools, area vocational centers, and |
19 | | laboratory schools in which the percentage of students |
20 | | classified as low income exceeds the State average. Grant |
21 | | recipients shall use grant proceeds to conduct, or contract |

1 | | with a third party to conduct, programming that educates, |
2 | | encourages, and promotes obtaining skills and career |
3 | | opportunities in the fields of science, technology, |
4 | | engineering, art, and math. Priority shall be given to |
5 | | programs that provide hands-on experience and programs that |
6 | | focus on promoting young women to enter into the fields of |
7 | | science, technology, engineering, art, and math. |
8 | | (b) The State Board of Education may adopt all rules |
9 | | necessary for the implementation and administration of the |
10 | | School International Trips Program, including, but not limited |
11 | | to, rules defining application procedures and prescribing a |
12 | | mechanism for disbursing grant funds if requests exceed |
13 | | available funds. |
14 | | (c) There is created in the State treasury the School |
15 | | International Trips Program Fund. The State Board shall have |
16 | | the authority to make expenditures from the Fund pursuant to |
17 | | appropriations made for the purposes of this Section. There |
18 | | shall be deposited into the Fund such amounts, including, but |
19 | | not limited to, any appropriations, grants, or gifts made to |
20 | | the fund.
