Bill Title: Amends various Acts relating to the governance of public universities and community colleges in Illinois. Beginning with the 2022-2023 academic year, requires the governing board of each public university and community college district to designate an employee as an Undocumented Student Resource Liaison to be available on campus to provide assistance to undocumented students and mixed status students within the United States in streamlining access to financial aid and academic support to successfully matriculate to degree completion. Sets forth other provisions concerning the liaison. Encourages each governing board to establish an Undocumented Student Resource Center on each of its campuses to offer support services, as well as mental health counseling options. Sets forth other provisions concerning the center. Effective July 1, 2021.

4 | Section 5. The University of Illinois Act is amended by | ||||||
5 | adding Section 120 as follows:
| ||||||
6 | (110 ILCS 305/120 new) | ||||||
7 | Sec. 120. Undocumented Student Liaison; Undocumented | ||||||
8 | Student Resource Center. | ||||||
9 | (a) Beginning with the 2022-2023 academic year, the Board | ||||||
10 | of Trustees shall designate an employee as an Undocumented | ||||||
11 | Student Resource Liaison to be available on campus to provide | ||||||
12 | assistance to undocumented students and mixed status students | ||||||
13 | within the United States in streamlining access to financial | ||||||
14 | aid and academic support to successfully matriculate to degree | ||||||
15 | completion. The Undocumented Student Liaison shall provide | ||||||
16 | assistance to vocational students, undergraduate students,

17 | graduate students, and professional-track students. An | ||||||
18 | employee who is designated as an Undocumented Student Liaison | ||||||
19 | must be knowledgeable about current legislation and policy | ||||||

21 | Dream Fund Commission to provide the wrap-around services to | ||||||
22 | such students. The Illinois Dream Fund Commission shall | ||||||
23 | conduct professional development under this Section. The |
