1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Renewable Energy, Energy Efficiency, and
5Coal Resources Development Law of 1997 is amended by changing
6Section 6-2 as follows:
7 (20 ILCS 687/6-2)

9 Sec. 6-2. Findings and intent. The The General Assembly
10finds and declares that it is desirable to obtain the
11environmental quality, public health, and fuel diversity
12benefits of developing new renewable energy resources and clean
13coal technologies for use in Illinois and to lower the cost of
14renewable energy resources and clean coal resources provided to
15utility consumers. The General Assembly finds and declares that
16the benefits of electricity from renewable energy resources and
17clean coal technologies accrue to the public at large, thus
18consumers and electric utilities and alternative retail
19electric suppliers share an interest in developing and using a
20significant level of these environmentally preferable
21resources in the State's electricity supply portfolio. The
22General Assembly finds and declares that encouraging energy
23efficiency will improve the environmental quality and public
