Bill Title: Amends the Administration Article of the Illinois Public Aid Code. Provides that subject to federal approval, on or after the effective date of the amendatory Act, the LINK card issued by the Department of Human Services for the purpose of enabling cardholders to obtain Supplemental Nutrition Assistance Program (SNAP) benefits or cash shall only be used for in-state transactions. Provides that the Department shall adopt rules and regulations necessary to implement this provision.

SYNOPSIS AS INTRODUCED:
305 ILCS 5/12-4.4a new

Amends the Administration Article of the Illinois Public Aid Code. 1 AN ACT concerning public aid.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Public Aid Code is amended by
5adding Section 12-4.4a as follows:
6 (305 ILCS 5/12-4.4a new)
7 Sec. 12-4.4a. LINK card; restricted use. Subject to federal
8approval, on or after the effective date of this amendatory Act
9of the 100th General Assembly, the LINK card issued by the
10Department of Human Services for the purpose of enabling
11cardholders to obtain Supplemental Nutrition Assistance
12Program (SNAP) benefits or cash shall only be used for in-state
13transactions. The Department shall adopt rules and regulations
14necessary to implement this Section.
15 For the purpose of this Section, "LINK card" means an
16electronic benefits transfer card issued by the Department of
17Human Services for the purpose of enabling a user of the card
18to obtain SNAP benefits or cash.
