Bill Title: Creates the Brownfields Investigation and Cleanup Grants Act. Creates the Brownfields Investigation and Cleanup Grants Program to award competitive grants and loans for assessment and cleanup of brownfield sites to promote their redevelopment and reuse and to create jobs at the brownfield sites. Provides that the Program shall be staffed and supervised by the Environmental Protection Agency. Requires the Agency to adopt rules to govern the operation of the Program. Provides that the Program shall be funded using moneys appropriated by the United States federal government to Illinois for economic development related to COVID-19 relief. Contains other provisions.

1 | AN ACT concerning safety.

2 | Be it enacted by the People of the State of Illinois,

3 | represented in the General Assembly:

4 | Section 1. Short title. This Act may be cited as the | |||||||||||||||||||
5 | Brownfields Investigation and Cleanup Grants Act.

6 | Section 5. Definitions. In this Act: | |||||||||||||||||||
7 | "Agency" means the Environmental Protection Agency. | |||||||||||||||||||
8 | "Program" means the Brownfields Investigation and Cleanup | |||||||||||||||||||
9 | Grants Program.

10 | Section 10. Brownfields Investigation and Cleanup Grants | |||||||||||||||||||
11 | Program. The Brownfields Investigation and Cleanup Grants | |||||||||||||||||||
12 | Program is created. The Program shall be used to award | |||||||||||||||||||
13 | competitive grants and loans for assessment and cleanup of | |||||||||||||||||||
14 | brownfield sites to promote their redevelopment, their reuse, | |||||||||||||||||||
15 | and the creation of jobs at the brownfield sites. The grants | |||||||||||||||||||
16 | and loans may be paid directly to applicants or may be used as | |||||||||||||||||||
17 | secondary funding through community redevelopment entities.

18 | Section 15. Supervisory agency. The Program shall be | |||||||||||||||||||
19 | staffed and supervised by the Agency. The Agency shall adopt | |||||||||||||||||||
20 | rules to govern the operation of the Program.

5 | Section 25. Beneficiaries. The Agency, at its discretion, | ||||||
6 | may mandate that some or all of the beneficiaries of funding | ||||||
7 | provided under this Act be entities that adhere to the | ||||||
8 | Prevailing Wage Act.
