| 1 | AN ACT concerning animals.
| ||||||
| 2 | Be it enacted by the People of the State of Illinois,
| ||||||
| 3 | represented in the General Assembly:
| ||||||
| 4 | Section 5. The Humane Care for Animals Act is amended by | ||||||
| 5 | adding Section 7.3 as follows:
| ||||||
| 6 | (510 ILCS 70/7.3 new) | ||||||
| 7 | Sec. 7.3. Leading animal from motor vehicle. | ||||||
| 8 | (a) No person shall lead or tether a companion animal from | ||||||
| 9 | a moving motor vehicle (with the exception of an all-terrain | ||||||
| 10 | vehicle or golf cart) or any device attached thereto. | ||||||
| 11 | (b) For purposes of this Section: | ||||||
| 12 | "Lead" means to confine by a leash or other device that is | ||||||
| 13 | controlled by a person, and that fits on the animal's body and | ||||||
| 14 | limits the animal's movements. | ||||||
| 15 | "Tether" means to confine by a leash or other device that | ||||||
| 16 | is attached to a fixed object, and that fits on the animal's | ||||||
| 17 | body and limits the animal's movements.

| 18 | Section 10. The Illinois Vehicle Code is amended by adding | ||||||
| 19 | Section 11-1433 as follows:
