1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The School Code is amended by adding Section
52-3.157 as follows:
6 (105 ILCS 5/2-3.157 new)
7 Sec. 2-3.157. Direct Instruction teaching method; pilot
8program.
9 (a) In this Section, "Direct Instruction" means the Direct
10Instructional System for Teaching Arithmetic and Reading
11(DISTAR) created in 1977 with a grant from the U.S. Office of
12Education.
13 (b) Subject to appropriation, the State Board of Education
14shall create a pilot program in which public elementary schools
15with 30% or greater mobility rates, as calculated by the State
16Board, may apply for and be awarded an annual grant to use the
17Direct Instruction teaching method.
18 (c) Each school awarded a grant under this Section shall
19annually report to the State Board of Education on the
20efficiency of Direct Instruction in improving its students'
21math and reading abilities. Based on these reports, the State
22Board shall annually report its findings and recommendations to
23the General Assembly by filing copies of its report as provided

2 (d) The State Board of Education may adopt any rules
3necessary to carry out its responsibilities under this Section.
