AN ACT concerning education.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The School Code is amended by adding Section
2-3.157 as follows:
(105 ILCS 5/2-3.157 new)
Sec. 2-3.157. Direct Instruction teaching method; pilot
program.
(a) In this Section, "Direct Instruction" means the Direct
Instructional System for Teaching Arithmetic and Reading
(DISTAR) created in 1977 with a grant from the U.S. Office of
Education.
(b) Subject to appropriation, the State Board of Education
shall create a pilot program in which public elementary schools
with 30% or greater mobility rates, as calculated by the State
Board, may apply for and be awarded an annual grant to use the
Direct Instruction teaching method.
(c) Each school awarded a grant under this Section shall
annually report to the State Board of Education on the
efficiency of Direct Instruction in improving its students'
math and reading abilities. Based on these reports, the State
Board shall annually report its findings and recommendations to
the General Assembly by filing copies of its report as provided

(d) The State Board of Education may adopt any rules
necessary to carry out its responsibilities under this Section.
