| Be it enacted by the People of the State of Illinois, |

| represented in the General Assembly:
|

| Section 5. The Code of Civil Procedure is amended by |
5 |
| changing Section 1-106 as follows:
|

| Sec. 1-106. Act to be liberally construed. This Act shall |

| be liberally construed, to the
the end that controversies
may |

| be speedily and finally determined according to the substantive

| rights of the parties. The rule that statutes in derogation of |

common law must be strictly construed does not apply to |
12 |
| this Act or to
the rules made in relation thereto. |
