1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Department of Commerce and Economic
5Opportunity Law of the Civil Administrative Code of Illinois is
6amended by changing Section 605-215 as follows:
7 (20 ILCS 605/605-215)
8 Sec. 605-215. Interagency Military Base Support and
9Economic Development Committee.
10 (a) To coordinate the State's activities on and to act as a
11communications center for issues relating to current and former
12military bases in the State, the Interagency Military Base
13Support and Economic Development Committee is created as an
14entity within the Office of the Lieutenant Governor:
15Department.
16 (1) To preserve, protect, expand, and attract new
17 military missions, assets, and installations to the State
18 of Illinois.
19 (2) To encourage defense related businesses to expand
20 or relocate to the State of Illinois.
21 (3) To identify emerging trends and support the
22 long-term viability of the military and defense industry in
23 Illinois.

1 (4) To assist Illinois communities who have been or
2 could be impacted by Federal Base Realignment and Closure
3 actions or other military realignments.
4 (5) To be an information clearinghouse by providing
5 military installation information and recommendations to
6 enhance the military value of Illinois defense
7 installations to the Governor, General Assembly,
8 congressional delegation, and State and Federal Government
9 officials.
10 (b) The Committee shall be composed of the following 7 ex
11officio members or their designees: the Lieutenant Governor,
12the Director of Commerce and Economic Opportunity, the
13Secretary of Transportation, the Director of Natural
14Resources, the Director of the Environmental Protection
15Agency, the Director of Revenue, and the Adjutant General of
16the Department of Military Affairs. In addition, 4 members of
17the General Assembly shall be appointed, one each appointed by
18the President of the Senate, the Senate Minority Leader, the
19Speaker of the House of Representatives, and the Minority
20Leader of the House of Representatives. The chair and
21vice-chairs vice-chair of the committee, in consultation with
22the full Committee, shall appoint 10 8 public members to serve
23as representatives from the counties, or adjoining counties, of
24a current or former military base site as necessary to carry
25out the work of the Commission. The chair and vice-chairs of
26the Committee, in consultation with the other members of the

1Committee, shall also appoint up to 4 members having military
2veteran or defense industry backgrounds from across the State
3of Illinois. Public member appointees and veteran or defense
4industry appointees shall serve 4-year terms; however, for the
5initial terms of those members, half of them shall be appointed
6for terms of 2 years as the Lieutenant Governor shall
7determine.
8 (c) The Lieutenant Governor shall serve as chair of the
9Committee, and the Director of Commerce and Economic
10Opportunity and the Adjutant General of the Department of
11Military Affairs shall serve as vice-chairs of the Committee,
12serve as vice-chair and shall oversee the administration of the
13Committee and its functions. Expenses necessary to carry out
14the function of the Committee shall be shared among the
15agencies represented on the Committee pursuant to an
16interagency agreement and from funds appropriated for this
17purpose or from existing funds within the budgets of those
18agencies. General Assembly appointees shall serve for the
19duration of the General Assembly in which the appointee is
20appointed, but the appointee's term shall expire if the
21appointee no longer remains a member of that General Assembly.
22The Committee shall meet not less than quarterly. Any appointed
23member of the Committee who fails to attend at least 3 meetings
24in a year shall no longer be a member of the Committee, and his
25or her replacement shall be appointed in the same manner as the
26member being replaced for the remainder of that member's

1current term.
2 (d) Each member of the Committee must request reimbursement
3from his or her individual agency for actual and necessary
4expenses incurred while performing his or her duties as a
5member of the Committee. Public members shall be reimbursed
6from funds appropriated to the Department for that purpose.
7 (e) The Committee shall provide advice and recommendations
8to the Department on the following:
9 (1) The formation of a strategic plan for State and
10 local military base retention, realignment, and reuse
11 efforts.
12 (2) The issues impacting current and former military
13 bases in the State, including infrastructure requirements,
14 environmental impact issues, military force structure
15 possibilities, tax implications, property considerations,
16 and other issues requiring State agency coordination and
17 support.
18 (3) The status of community involvement and
19 participation in retention, realignment, and reuse efforts
20 and the community support for economic development before
21 and after a military base closing.
22 (4) The State's retention, realignment, and reuse
23 advocacy efforts on the federal level.
24 (5) The development of impact studies concerning the
25 closing of a base on the community, housing, the economy,
26 schools, and other public and private entities, including

1 additional economic development ideas to minimize the
2 impact in the event of the base closing.
3 (6) The development of future economic expansion plans
4 for areas that are subject to closure or realignment.
5 (f) The Committee, in cooperation with the Department,
6shall keep the Governor and General Assembly informed
7concerning the progress of military base retention,
8realignment, reuse, and economic development efforts in the
9State.
10 (g) The Committee shall serve as the central information
11clearinghouse for all military base reuse, retention, and
12realignment activities. This shall include: (i) serving as a
13liaison between the State and community organizations that
14support the long-term viability of military bases; (ii)
15communicating with the State's congressional delegation; and
16(iii) generally coordinating with the public, governmental
17bodies, and officials in communicating about the future of
18military bases in the State.
