1 | AN ACT concerning State government.
| ||||||
2 | Be it enacted by the People of the State of Illinois, | ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Department of Commerce and Economic | ||||||
5 | Opportunity Law of the
Civil Administrative Code of Illinois is | ||||||
6 | amended by changing Section 605-215 as follows:

7 | (20 ILCS 605/605-215) | ||||||
8 | Sec. 605-215. Interagency Military Base Support and | ||||||
9 | Economic Development Committee. | ||||||
10 | (a) To coordinate the State's activities on and to act as a | ||||||
11 | communications center for issues relating to current and former | ||||||
12 | military bases in the State, the Interagency Military Base | ||||||
13 | Support and Economic Development Committee is created as an | ||||||
14 | entity within the Office of the Lieutenant Governor: | ||||||
15 | Department. | ||||||
16 | (1) To preserve, protect, expand, and attract new | ||||||
17 | military missions, assets, and installations to the State | ||||||
18 | of Illinois. | ||||||
19 | (2) To encourage defense related businesses to expand | ||||||
20 | or relocate to the State of Illinois. | ||||||
21 | (3) To identify emerging trends and support the | ||||||
22 | long-term viability of the military and defense industry in | ||||||
23 | Illinois. |

1 | (4) To assist Illinois communities who have been or | ||||||
2 | could be impacted by Federal Base Realignment and Closure | ||||||
3 | actions or other military realignments. | ||||||
4 | (5) To be an information clearinghouse by providing | ||||||
5 | military installation information and recommendations to | ||||||
6 | enhance the military value of Illinois defense | ||||||
7 | installations to the Governor, General Assembly, | ||||||
8 | congressional delegation, and State and Federal Government | ||||||
9 | officials. | ||||||
10 | (b) The Committee shall be composed of the following 7 ex | ||||||
11 | officio members or their designees: the Lieutenant Governor, | ||||||
12 | the Director of Commerce and Economic Opportunity, the | ||||||
13 | Secretary of Transportation, the Director of Natural | ||||||
14 | Resources, the Director of the Environmental Protection | ||||||
15 | Agency, the Director of Revenue, and the Adjutant General of | ||||||
16 | the Department of Military Affairs. In addition, 4 members of | ||||||
17 | the General Assembly shall be appointed, one each appointed by | ||||||
18 | the President of the Senate, the Senate Minority Leader, the | ||||||
19 | Speaker of the House of Representatives, and the Minority | ||||||
20 | Leader of the House of Representatives. The chair and | ||||||
21 | vice-chairs vice-chair of the committee, in consultation with | ||||||
22 | the full Committee, shall appoint 10 8 public members to serve | ||||||
23 | as representatives from the counties, or adjoining counties, of | ||||||
24 | a current or former military base site as necessary to carry | ||||||
25 | out the work of the Commission. The chair and vice-chairs of | ||||||
26 | the Committee, in consultation with the other members of the |

1 | Committee, shall also appoint up to 4 members having military | ||||||
2 | veteran or defense industry backgrounds from across the State | ||||||
3 | of Illinois. Public member appointees and veteran or defense | ||||||
4 | industry appointees shall serve 4-year terms; however, for the | ||||||
5 | initial terms of those members, half of them shall be appointed | ||||||
6 | for terms of 2 years as the Lieutenant Governor shall | ||||||
7 | determine. | ||||||
8 | (c) The Lieutenant Governor shall serve as chair of the | ||||||
9 | Committee, and the Director of Commerce and Economic | ||||||
10 | Opportunity and the Adjutant General of the Department of | ||||||
11 | Military Affairs shall serve as vice-chairs of the Committee, | ||||||
12 | serve as vice-chair and shall oversee the administration of the | ||||||
13 | Committee and its functions. Expenses necessary to carry out | ||||||
14 | the function of the Committee shall be shared among the | ||||||
15 | agencies represented on the Committee pursuant to an | ||||||
16 | interagency agreement and from funds appropriated for this | ||||||
17 | purpose or from existing funds within the budgets of those | ||||||
18 | agencies. General Assembly appointees shall serve for the | ||||||
19 | duration of the General Assembly in which the appointee is | ||||||
20 | appointed, but the appointee's term shall expire if the | ||||||
21 | appointee no longer remains a member of that General Assembly. | ||||||
22 | The Committee shall meet not less than quarterly. Any appointed | ||||||
23 | member of the Committee who fails to attend at least 3 meetings | ||||||
24 | in a year shall no longer be a member of the Committee, and his | ||||||
25 | or her replacement shall be appointed in the same manner as the | ||||||
26 | member being replaced for the remainder of that member's |

1 | current term. | ||||||
2 | (d) Each member of the Committee must request reimbursement | ||||||
3 | from his or her individual agency for actual and necessary | ||||||
4 | expenses incurred while performing his or her duties as a | ||||||
5 | member of the Committee. Public members shall be reimbursed | ||||||
6 | from funds appropriated to the Department for that purpose. | ||||||
7 | (e) The Committee shall provide advice and recommendations | ||||||
8 | to the Department on the following: | ||||||
9 | (1) The formation of a strategic plan for State and | ||||||
10 | local military base retention, realignment, and reuse | ||||||
11 | efforts. | ||||||
12 | (2) The issues impacting current and former military | ||||||
13 | bases in the State, including infrastructure requirements, | ||||||
14 | environmental impact issues, military force structure | ||||||
15 | possibilities, tax implications, property considerations, | ||||||
16 | and other issues requiring State agency coordination and | ||||||
17 | support. | ||||||
18 | (3) The status of community involvement and | ||||||
19 | participation in retention, realignment, and reuse efforts | ||||||
20 | and the community support for economic development before | ||||||
21 | and after a military base closing. | ||||||
22 | (4) The State's retention, realignment, and reuse | ||||||
23 | advocacy efforts on the federal level. | ||||||
24 | (5) The development of impact studies concerning the | ||||||
25 | closing of a base on the community, housing, the economy, | ||||||
26 | schools, and other public and private entities, including |

1 | additional economic development ideas to minimize the | ||||||
2 | impact in the event of the base closing. | ||||||
3 | (6) The development of future economic expansion plans | ||||||
4 | for areas that are subject to closure or realignment.
| ||||||
5 | (f) The Committee, in cooperation with the Department, | ||||||
6 | shall keep the Governor and General Assembly informed | ||||||
7 | concerning the progress of military base retention, | ||||||
8 | realignment, reuse, and economic development efforts in the | ||||||
9 | State. | ||||||
10 | (g) The Committee shall serve as the central information | ||||||
11 | clearinghouse for all military base reuse, retention, and | ||||||
12 | realignment activities. This shall include: (i) serving as a | ||||||
13 | liaison between the State and community organizations that | ||||||
14 | support the long-term viability of military bases; (ii) | ||||||
15 | communicating with the State's congressional delegation; and | ||||||
16 | (iii) generally coordinating with the public, governmental | ||||||
17 | bodies, and officials in communicating about the future of | ||||||
18 | military bases in the State.
