Bill Title: Amends the Illinois Diseased Animals Act. Deletes a provision providing that all rules of the Department of Agriculture, and all amendments or revocations of existing rules, shall be recorded in an appropriate book or books, shall be adequately indexed, shall be kept in the office of the Department, and shall constitute a public record and that the rules shall be printed in pamphlet form and furnished, upon request, to the public free of cost. Effective immediately.

1 AN ACT concerning animals.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Diseased Animals Act is amended by
5changing Section 2 as follows:
6 (510 ILCS 50/2) (from Ch. 8, par. 169)
7 Sec. 2. Duty to investigate; rulemaking. It is the duty of
8the Department to investigate all cases or alleged cases coming
9to its knowledge of contamination or contagious and infectious
10diseases among animals within the State and to provide for the
11suppression, prevention, and extirpation of contamination or
12infectious and contagious diseases of such animals.
13 The Department may make and adopt reasonable rules and
14regulations for the administration and enforcement of the
15provisions of this Act. No rule or regulation made, adopted or
16issued by the Department pursuant to the provisions of this Act
17shall be effective unless such rule or regulation has been
18submitted to the Advisory Board of Livestock Commissioners for
19approval. The Department shall maintain on its website access
20to the Department's rules under this Act. All rules of the
21Department, and all amendments or revocations of existing
22rules, shall be recorded in an appropriate book or books, shall
23be adequately indexed, shall be kept in the office of the

1Department, and shall constitute a public record. Such rules
2shall be printed in pamphlet form and furnished, upon request,
3to the public free of cost.

5 Section 99. Effective date. This Act takes effect upon
