Bill Title: Amends the Assisted Living and Shared Housing Act. Directs the Department of Public Health to study current and potential uses of electronic monitoring and recording for the purpose of preventing and identifying abuse and neglect within assisted living establishments. Requires the Department to report its findings to the General Assembly and Governor. Provides that, if the Department determines, after conducting its study, that the benefits of monitoring within assisted living establishments outweigh the costs of that monitoring, then the Department may adopt rules requiring the installation and use of electronic monitoring and recording within assisted living establishments.

1 AN ACT concerning regulation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Assisted Living and Shared Housing Act is
5amended by adding Section 79 as follows:
6 (210 ILCS 9/79 new)
7 Sec. 79. Monitoring by surveillance cameras. The
8Department shall study current and potential uses of
9electronic monitoring and recording for the purpose of
10preventing and identifying abuse and neglect within assisted
11living establishments. By no later than one year after the
12effective date of this amendatory Act of the 103rd General
13Assembly, the Department shall report to the General Assembly
14and the Governor the findings of its study and recommendations
15regarding the feasibility of increasing utilization of
16electronic monitoring and recording for purposes of preventing
17and identifying abuse and neglect at assisted living
18establishments. If the Department determines, after conducting
19the study, that the benefits of monitoring within assisted
20living establishments outweigh the costs of that monitoring,
21then the Department may adopt rules requiring the installation
22and use of electronic monitoring and recording within assisted
23living establishments.
