Bill Title: Amends the Personnel Code. Provides that State agencies, when hiring for internships and student assistant positions, shall give preference to a qualified applicant who is, or has been, a dependent child in foster care, a homeless youth, or a formerly incarcerated youth. Effective immediately.

1 | AN ACT concerning State government.
| ||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 1. Short title. This Act may be cited as the State | ||||||
5 | Agency Student Worker Opportunity Act.
| ||||||
6 | Section 5. Definitions. As used in this Act: | ||||||
7 | "Court-involved youth" means an individual who was | ||||||
8 | committed to the custody of the Department of Juvenile Justice | ||||||
9 | or a county juvenile detention center and has been released | ||||||
10 | from that facility or discharged from custody. | ||||||
11 | "Homeless youth" means an individual up to 21 years of age, | ||||||
12 | who has been verified as a homeless child or youth, as defined | ||||||
13 | under the Federal McKinney-Vento Homeless Assistance Act. | ||||||
14 | "Qualified applicant" means an individual who: (1) is 21 | ||||||
15 | years of age or younger; (2) is qualified for the internship or | ||||||
16 | student worker position; and (3) is or has been a dependent | ||||||
17 | child in foster care, a homeless youth, or a court-involved | ||||||
18 | youth. | ||||||
19 | "State agency" means all boards,
commissions, agencies, | ||||||
20 | institutions, authorities, bodies politic and corporate
of the | ||||||
21 | State created by or pursuant to the constitution or statute, of | ||||||
22 | the
executive branch of State government.

1 | Section 10. Internships and student workers; transmit | ||||||
2 | information. | ||||||
3 | (a) Whenever a State agency has a job opening for an intern | ||||||
4 | or a student worker, that State agency shall notify the | ||||||
5 | Department of Human Services, the Department of Juvenile | ||||||
6 | Justice, and the Department of Children and Family Services and | ||||||
7 | document that notification. | ||||||
8 | (b) The Department of Human Services, the Department of | ||||||
9 | Juvenile Justice, and the Department of Children and Family | ||||||
10 | Services shall take steps to notify qualified applicants of | ||||||
11 | each internship or student worker job opening for which a | ||||||
12 | notification is received under subsection (a) and shall | ||||||
13 | document those steps.
