Bill Title: Amends the Illinois Procurement Code. Provides that any contract entered into under the Act on and after July 1, 2019 that provides for the addition, alteration, renovation, or repair of the plumbing infrastructure of any existing commercial building or structure, or the construction of any new building or structure, in this State shall require the purchase and use of energy-efficient toilets. Provides an exception to the required purchase and use of energy-efficient toilets. Effective immediately.

SYNOPSIS AS INTRODUCED:
30 ILCS 500/30-55 new

Amends the Illinois Procurement Code. 1 AN ACT concerning finance.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Procurement Code is amended by
5adding Section 30-55 as follows:
6 (30 ILCS 500/30-55 new)
7 Sec. 30-55. Use of energy-efficient toilets. Any contract
8entered into under this Act on and after July 1, 2019 that
9provides for the addition, alteration, renovation, or repair of
10the plumbing infrastructure of any existing commercial
11building or structure, or the construction of any new building
12or structure, in this State shall require the purchase and use
13of energy-efficient toilets. The requirements of this Section
14do not apply if the cost to acquire energy-efficient toilets is
15more than 10% higher than that of the cost of
16non-energy-efficient toilets, or 10% more than the next highest
17bid that does not provide for the purchase and use
18energy-efficient toilets.
19 Section 99. Effective date. This Act takes effect upon
20becoming law.
