1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The School Code is amended by changing Sections
52-3.166, 10-22.39, and 34-18.7 as follows:
6 (105 ILCS 5/2-3.166)
7 Sec. 2-3.166. Youth suicide awareness and prevention.
8 (a) This Section may be referred to as Ann Marie's Law.
9 (b) The State Board of Education shall do both of the
10following:
11 (1) In consultation with a youth suicide prevention
12 organization operating in this State and organizations
13 representing school boards and school personnel, develop a
14 model youth suicide awareness and prevention policy that is
15 consistent with subsection (c) of this Section.
16 (2) Compile, develop, and post on its publicly
17 accessible Internet website both of the following, which
18 may include materials already publicly available:
19 (A) Recommended guidelines and educational
20 materials for training and professional development.
21 (B) Recommended resources and age-appropriate
22 educational materials on youth suicide awareness and
23 prevention.

1 (c) The model policy developed by the State Board of
2Education under subsection (b) of this Section and any policy
3adopted by a school board under subsection (d) of this Section
4shall include all of the following:
5 (1) A statement on youth suicide awareness and
6 prevention.
7 (2) Protocols for administering youth suicide
8 awareness and prevention education to staff and students.
9 (3) Methods of prevention, including procedures for
10 early identification and referral of students at risk of
11 suicide.
12 (4) Methods of intervention, including procedures that
13 address an emotional or mental health safety plan for
14 students identified as being at increased risk of suicide.
15 (5) Methods of responding to a student or staff suicide
16 or suicide attempt.
17 (6) Reporting procedures.
18 (7) Recommended resources on youth suicide awareness
19 and prevention programs, including current contact
20 information for such programs.
21 (d) Beginning with the 2015-2016 school year, each school
22board shall review and update its current suicide awareness and
23prevention policy to be consistent with subsection (c) of this
24Section or adopt an age-appropriate youth suicide awareness and
25prevention policy consistent with subsection (c) of this
26Section, inform each school district employee and the parent or

1legal guardian of each student enrolled in the school district
2of such policy, and post such policy on the school district's
3publicly accessible Internet website. The policy adopted by a
4school board under this subsection (d) may be based upon the
5model policy developed by the State Board of Education under
6subsection (b) of this Section.
7 Beginning with the 2017-2018 school year, each school board
8shall annually conduct training for all school personnel on the
9district's policy adopted under this subsection (d), in
10accordance with Section 10-22.39 or 34-18.7, as applicable.

13 Sec. 10-22.39. In-service training programs.
14 (a) To conduct in-service training programs for teachers.
15 (b) In addition to other topics at in-service training
16programs, all school personnel school guidance counselors,
17teachers, school social workers, and other school personnel who
18work with pupils in grades 7 through 12 shall be trained
19annually to identify the warning signs of mental illness and
20suicidal behavior in adolescents and teens and shall be taught
21appropriate intervention and referral techniques. Beginning
22with the 2017-2018 school year, this training shall include the
23policy on suicide awareness and prevention adopted under
24subsection (d) of Section 2-3.166 of this Code.
25 (c) School guidance counselors, nurses, teachers and other

1school personnel who work with pupils may be trained to have a
2basic knowledge of matters relating to acquired
3immunodeficiency syndrome (AIDS), including the nature of the
4disease, its causes and effects, the means of detecting it and
5preventing its transmission, and the availability of
6appropriate sources of counseling and referral, and any other
7information that may be appropriate considering the age and
8grade level of such pupils. The School Board shall supervise
9such training. The State Board of Education and the Department
10of Public Health shall jointly develop standards for such
11training.
12 (d) In this subsection (d):
13 "Domestic violence" means abuse by a family or household
14member, as "abuse" and "family or household members" are
15defined in Section 103 of the Illinois Domestic Violence Act of
161986.
17 "Sexual violence" means sexual assault, abuse, or stalking
18of an adult or minor child proscribed in the Criminal Code of
191961 or the Criminal Code of 2012 in Sections 11-1.20, 11-1.30,
2011-1.40, 11-1.50, 11-1.60, 12-7.3, 12-7.4, 12-7.5, 12-12,
2112-13, 12-14, 12-14.1, 12-15, and 12-16, including sexual
22violence committed by perpetrators who are strangers to the
23victim and sexual violence committed by perpetrators who are
24known or related by blood or marriage to the victim.
25 At least once every 2 years, an in-service training program
26for school personnel who work with pupils, including, but not

1limited to, school and school district administrators,
2teachers, school guidance counselors, school social workers,
3school counselors, school psychologists, and school nurses,
4must be conducted by persons with expertise in domestic and
5sexual violence and the needs of expectant and parenting youth
6and shall include training concerning (i) communicating with
7and listening to youth victims of domestic or sexual violence
8and expectant and parenting youth, (ii) connecting youth
9victims of domestic or sexual violence and expectant and
10parenting youth to appropriate in-school services and other
11agencies, programs, and services as needed, and (iii)
12implementing the school district's policies, procedures, and
13protocols with regard to such youth, including
14confidentiality. At a minimum, school personnel must be trained
15to understand, provide information and referrals, and address
16issues pertaining to youth who are parents, expectant parents,
17or victims of domestic or sexual violence.
18 (e) At least every 2 years, an in-service training program
19for school personnel who work with pupils must be conducted by
20persons with expertise in anaphylactic reactions and
21management.
22 (f) At least once every 2 years, a school board shall
23conduct in-service training on educator ethics,
24teacher-student conduct, and school employee-student conduct
25for all personnel.

2 Sec. 34-18.7. Adolescent and teen mental illness and
3suicide detection and intervention. All school personnel
4employed under this Article School guidance counselors,
5teachers, school social workers, and other school personnel who
6work with pupils in grades 7 through 12 shall be trained
7annually to identify the warning signs of mental illness and
8suicidal behavior in adolescents and teens and shall be taught
9various intervention techniques. Beginning with the 2017-2018
10school year, this training shall include the policy on suicide
11awareness and prevention adopted under subsection (d) of
12Section 2-3.166 of this Code. The Such training shall be
13provided within the framework of existing in-service training
14programs offered by the Board or as part of the professional
15development activities required under Section 21-14 of this
16Code.

18 Section 99. Effective date. This Act takes effect upon
