Amends the Illinois Lottery Law. Requires lottery tickets and instant scratch-off tickets to provide whether the proceeds from the purchase go toward the Common School Fund or a special cause. Requires the Department of the Lottery to adopt rules to implement the requirements, including providing the size of the description to be printed or published. Effective immediately.

1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Lottery Law is amended by adding
5Section 7.8b as follows:
6 (20 ILCS 1605/7.8b new)
7 Sec. 7.8b. Proceed disclosures on lottery tickets.
8 (a) Except as provided in subsection (b), on and after the
9effective date of this amendatory Act of the 101st General
10Assembly, a ticket or share or instant scratch-off sold under
11this Act shall provide that the proceeds from the sale of the
12ticket or share or instant scratch-off go towards the Common
13School Fund or, for special instant scratch-off games
14established under Sections 21.5, 21.6, 21.7, 21.8, 21.9, 21.10,
15and 21.11, the cause for which the special instant scratch-off
16was established.
17 (b) On and after the effective date of this amendatory Act
18of the 101st General Assembly, if a multi-state game ticket is
19sold in the State through an electronic device, then the sales
20screen used by the customer to purchase the multi-state game
21ticket shall provide that the proceeds from the sale of the
22multi-state game ticket go toward the Common School Fund.
23 (c) The Department shall adopt rules to implement the

1requirements of subsections (a) and (b). The rules shall
2provide for the size, in typographic points, of the description
3to be printed or published and the abbreviations that may be
4used to make the description readable, whether the ticket or
5share is printed or electronically published.
6 Section 99. Effective date. This Act takes effect upon
7becoming law.
