Bill Title: Amends the Illinois Lottery Law. Requires lottery tickets and instant scratch-off tickets to provide whether the proceeds from the purchase go toward the Common School Fund or a special cause. Requires the Department of the Lottery to adopt rules to implement the requirements, including providing the size of the description to be printed or published. Effective immediately.

1 | AN ACT concerning State government.

2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Illinois Lottery Law is amended by adding | ||||||||||||||||||||||||
5 | Section 7.8b as follows:
| ||||||||||||||||||||||||
6 | (20 ILCS 1605/7.8b new) | ||||||||||||||||||||||||
7 | Sec. 7.8b. Proceed disclosures on lottery tickets. | ||||||||||||||||||||||||
8 | (a) Except as provided in subsection (b), on and after the | ||||||||||||||||||||||||
9 | effective date of this amendatory Act of the 101st General | ||||||||||||||||||||||||
10 | Assembly, a ticket or share or instant scratch-off sold under | ||||||||||||||||||||||||
11 | this Act shall provide that the proceeds from the sale of the | ||||||||||||||||||||||||
12 | ticket or share or instant scratch-off go towards the Common | ||||||||||||||||||||||||
13 | School Fund or, for special instant scratch-off games | ||||||||||||||||||||||||
14 | established under Sections 21.5, 21.6, 21.7, 21.8, 21.9, 21.10, | ||||||||||||||||||||||||
15 | and 21.11, the cause for which the special instant scratch-off | ||||||||||||||||||||||||
16 | was established. | ||||||||||||||||||||||||
17 | (b) On and after the effective date of this amendatory Act | ||||||||||||||||||||||||
18 | of the 101st General Assembly, if a multi-state game ticket is | ||||||||||||||||||||||||
19 | sold in the State through an electronic device, then the sales | ||||||||||||||||||||||||
20 | screen used by the customer to purchase the multi-state game | ||||||||||||||||||||||||
21 | ticket shall provide that the proceeds from the sale of the | ||||||||||||||||||||||||
22 | multi-state game ticket go toward the Common School Fund. | ||||||||||||||||||||||||
23 | (c) The Department shall adopt rules to implement the |

1 | requirements of subsections (a) and (b). The rules shall | ||||||
2 | provide for the size, in typographic points, of the description | ||||||
3 | to be printed or published and the abbreviations that may be | ||||||
4 | used to make the description readable, whether the ticket or | ||||||
5 | share is printed or electronically published.

6 | Section 99. Effective date. This Act takes effect upon | ||||||
7 | becoming law.
