Bill Title: Amends the Property Tax Code. Provides that, in addition to any other requirements set forth by law, each member of the board of review in a county with 3,000,000 or more inhabitants must be an attorney licensed to practice law in Illinois. Limits the concurrent exercise of home rule powers.

1 | AN ACT concerning local government.
| ||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Property Tax Code is amended by adding | ||||||
5 | Section 6-7 as follows:
| ||||||
6 | (35 ILCS 200/6-7 new) | ||||||
7 | Sec. 6-7. Board of review; counties with 3,000,000 or more | ||||||
8 | inhabitants. Notwithstanding any other provision of law, | ||||||
9 | beginning with the first vacancy to occur on or after the | ||||||
10 | effective date of this amendatory Act of the 102nd General | ||||||
11 | Assembly, in addition to any other requirements set forth by | ||||||
12 | law, each member of the board of review in a county with | ||||||
13 | 3,000,000 or more inhabitants must be an attorney licensed to | ||||||
14 | practice law in Illinois. This Section is a denial and | ||||||
15 | limitation of
home rule powers and functions in accordance | ||||||
16 | with subsection (i) of Section 6
of Article VII of the Illinois | ||||||
17 | Constitution. A home rule unit may not regulate its board of | ||||||
18 | review in a manner that is inconsistent with this Section.
