AMENDMENT TO HOUSE BILL 1152
2 AMENDMENT NO. ______. Amend House Bill 1152 by replacing
3everything after the enacting clause with the following:
4 "Section 5. The School Code is amended by adding Section
534-1.05 as follows:
6 (105 ILCS 5/34-1.05 new)
7 (Section scheduled to be repealed on May 31, 2016)
8 Sec. 34-1.05. The Chicago Educational Governance Task
9Force.
10 (a) The General Assembly makes the following findings:
11 (1) City of Chicago School District 299 is one of the
12 only school districts in this State with an appointed, not
13 an elected, school board.
14 (2) City of Chicago School District 299 is home to the
15 largest elected body in the country, local school councils,
16 charged with principal selection and approving the local

1 school budget.
2 (3) For 15 years, City of Chicago School District 299
3 has implemented reforms, including the extension of the
4 school day, the expansion of access to full-day
5 kindergarten, probation, student retention, school
6 closings, the expansion of access to choice programs
7 (including science, technology, mathematics, and
8 engineering (STEM) programs, charter schools, and
9 International Baccalaureate programs), and turnarounds, to
10 increase student outcomes, including increased graduation
11 rates, increased college attendance, and improved
12 performance on State assessments.
13 (4) Many of these reforms have led to a robust
14 democratic discussion and decision-making process.
15 (5) All children must have access to a world-class
16 education.
17 (b) The Chicago Educational Governance Task Force is
18created for the purpose of recommending the best structure and
19procedure for the governance of City of Chicago School District
20299 in order to ensure the best educational outcomes for City
21of Chicago School District 299 students.
22 (c) The Task Force shall be composed of the following
23members:
24 (1) Three members appointed by the Speaker of the House
25 of Representatives and 3 members appointed by the Minority
26 Leader of the House of Representatives.

1 (2) Three members appointed by the President of the
2 Senate and 3 members appointed by the Minority Leader of
3 the Senate.
4 (3) The Chief Executive Officer of City of Chicago
5 School District 299 or her or his designee.
6 (4) The President of the Chicago Board of Education or
7 her or his designee.
8 (5) The president of a Chicago professional teachers'
9 organization or his or her designee.
10 (6) The president of the association representing
11 principals in the schools of the district or his or her
12 designee.
13 (7) The student representative from the Chicago Board
14 of Education or her or his designee.
15 (d) The Speaker of the House of Representatives shall
16appoint one of his or her appointees under subdivision (1) of
17subsection (c) of this Section as a co-chairperson of the
18Chicago Educational Governance Task Force. The President of the
19Senate shall appoint one of his or her appointees under
20subdivision (2) of subsection (c) of this Section as a
21co-chairperson of the Chicago Educational Governance Task
22Force. Members appointed by the legislative leaders shall be
23appointed for the duration of the Chicago Educational
24Governance Task Force. In the event of a vacancy, the
25appointment to fill the vacancy shall be made by the
26legislative leader of the same chamber and party as the leader

1who made the original appointment.
2 (e) The Chicago Board of Education shall provide
3administrative and other support to the Task Force.
4 (f) The members of the Task Force shall serve on a pro bono
5basis. These members shall aid in the gathering of pertinent
6information on the impact of various school governance
7structures, including without limitation an elected
8representative school board and mayoral control, as well as
9gathering and analyzing data about the district's current
10governance structure.
11 (g) The Task Force shall commence meeting in June of 2015.
12The Task Force shall report its recommendation as to which
13governance structure is best designed to serve the students of
14the City of Chicago to the General Assembly on or before May
1530, 2016.
16 (h) The Task Force is abolished and this Section is
17repealed on May 31, 2016. ".
