Bill Title: Amends the School Code. Requires the State Board of Education to establish a 2-year pilot program to assist in the creation and promotion of green career and technical education programs in public secondary schools in this State.

1 | AN ACT concerning education.
| ||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The School Code is amended by adding Section | ||||||
5 | 2-3.148 as follows:
| ||||||
6 | (105 ILCS 5/2-3.148 new) | ||||||
7 | Sec. 2-3.148. Green career and technical education
| ||||||
8 | programs. | ||||||
9 | (a) As used in this Section, "green industries"
means | ||||||
10 | industries that contribute directly to preserving or
enhancing | ||||||
11 | environmental quality by reducing waste and pollution
or | ||||||
12 | producing sustainable products using sustainable processes
and | ||||||
13 | materials and that provide opportunities for advancement
along | ||||||
14 | a career track of increasing skills and wages. Green
industries | ||||||
15 | include any of the following: | ||||||
16 | (1) Energy system retrofits to increase energy
| ||||||
17 | efficiency and conservation. | ||||||
18 | (2) The production and distribution of biofuels
and | ||||||
19 | vehicle retrofits for biofuels. | ||||||
20 | (3) Building design and construction that meet
the | ||||||
21 | equivalent of the best available technology in energy and
| ||||||
22 | environmental design standards. | ||||||
23 | (4) Organic and community food production. |

1 | (5) The manufacture of products from non-toxic,
| ||||||
2 | environmentally certified or recycled materials. | ||||||
3 | (6) The manufacture and production of sustainable
| ||||||
4 | technologies, including, but not limited to, solar panels, | ||||||
5 | wind
turbines, and fuel cells. | ||||||
6 | (7) Solar technology installation and
maintenance. | ||||||
7 | (8) Recycling, green composting, and
large-scale reuse | ||||||
8 | of construction and demolition materials and
debris. | ||||||
9 | (9) Water system retrofits to increase water
| ||||||
10 | efficiency and conservation. | ||||||
11 | (10) Horticulture. | ||||||
12 | (b) It is the purpose and intent of this Section to | ||||||
13 | establish a State grant program that develops secondary | ||||||
14 | programs that introduce students to developing green | ||||||
15 | industries. | ||||||
16 | (c) Subject to appropriation, the State Board of Education | ||||||
17 | shall establish a State grant program that develops, through a | ||||||
18 | competitive process, 2-year pilot programs to assist in the | ||||||
19 | creation and promotion of green career and technical education | ||||||
20 | programs in public secondary
schools in this State. Preference | ||||||
21 | must be given to proposals that include the integration of | ||||||
22 | academic and career and technical education content, arranged | ||||||
23 | in sequences of courses that lead to post-secondary completion. | ||||||
24 | (d) The State Board of Education may adopt any rules
| ||||||
25 | necessary for the implementation of this Section. | ||||||
26 | (e) The State Board of Education may use up to 5% of the |
| |||||||
| |||||||
1 | funds appropriated for the purposes of this Section for | ||||||
2 | administrative costs,
including the hiring of positions for the | ||||||
3 | implementation and administration of the grant program, | ||||||
4 | provided that if no appropriation is made to the State Board | ||||||
5 | for a given fiscal year for the purposes of the grant program, | ||||||
6 | then the State Board is not required to make any expenditures | ||||||
7 | in support of the program during that fiscal year.

8 | Section 99. Effective date. This Act takes effect July 1, | ||||||
9 | 2009.
