Bill Title: Amends the Public Utilities Act. Repeals provisions requiring the Illinois Commerce Commission: (i) to collect information relating to the acquisition or sale of emission allowances under federal law from each public utility and each affiliated interest of a public utility owning an electric generating station and (ii) to adopt rules concerning the policies and procedures to be utilized in evaluating and deciding any requests for the recovery and allocation of reasonable and prudent costs incurred in the construction of generation or production facilities that have been cancelled. Effective immediately.
